The flat matrix model of organisational design emphasises the importance of collective judgement, and it attempts to maximise the strengths of functional bases through the cluster system. This discourages the concept of subordinates reporting to superiors and inculcates a culture of collective mentorship and individual responsibility and empowerment, whilst providing the opportunity for succession planning.
