TENDER NOTICE AND INVITATION TO TENDER (INCORPORATING SBD1)
The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the construction of the Mtentu River Bridge and associated roads on the N2 Wild Coast Toll Road. This project is in the province of the Eastern Cape in the O.R. Tambo and Alfred Nzo district municipalities and Mbizana and Ingquza Hill local municipalities. The approximate duration is 54 months including 4 Months for the Mobilisation Period. CIDB Regulation 25(1B) will not be applicable to this contract.
Only tenderers with a B-BBEE contributor status level of 1, 2, 3 or 4 and who are registered on the National Treasury Central Supplier Database and meet the minimum threshold designated for local production and content and meet the minimum functionality criteria as stated in the Tender Data C.2.1.1, are eligible to tender.
A two envelope tender system shall be followed, as stated in the Tender Data. It is estimated that tenderers should have a CIDB contractor grading designation of 9 CE, however tenderers attention is drawn to clause C.2.1.1 of the Tender Data when submitting their tender.
Tenders from tenderers with a CIDB contractor grading designation of 8CEPE or lower will not be accepted.
It is a mandatory requirement of this tender that a minimum of 30% of bridge works and approaches to the bridge be subcontracted to Targeted Enterprise(s) as defined in the Contract Data.
TENDER DOCUMENTS
Tender documents are available at no cost in electronic format downloaded from the SANRAL’s website by the following link: https://www.nra.co.za/service-provider-zone/tenders/open-tenders/ Tenderers must have access to MS Office ©2013 and Acrobat Adobe ©9.0, or similar compatible software.
Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 10 August 2022. This will assist in facilitating the compulsory site clarification meeting. All Tender Clarification Questions (TCQ) shall be emailed to the Employer. Any Addendum including answers to TCQ’s received shall be emailed directly to all prospective bidders who have submitted Form A1.1. Addenda shall also be published on the SANRAL website together with the tender document.
TENDERER’S COMPULSORY CLARIFICATION MEETING
A tenderer’s compulsory clarification briefing presentation is available to be downloaded from the SANRAL website by the following link: https://www.nra.co.za/service-provider-zone/tenders/open-tenders/. A compulsory clarification briefing meeting and site inspection will be held. Due to restrictions on numbers of attendees, only four representatives per tenderer/company can attend the briefing meeting. Late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. Details of the compulsory tender clarification meeting and site inspection with representatives of SANRAL are as follows: Date: 16 August 2022 T-5 Project briefing Venue: Mtentu site offices (North Bank) GPS dms (WGS84) 31˚ 10’ 18 ̎S and 29˚ 55’ 53 ̎E Time: 09h00 - 11h30 Mtentu Bridge site visit (North Bank) Time:13h00 – late Date: 17 August 2022 Inspection of available cores of hard rock sources Venue: Lusikisiki (exact location to be confirmed during project briefing of the tender clarification meeting) Time: 10h30 – 12h00 Mtentu Bridge site visit (south bank) Time:14h00 – late Tenderers are requested to inform the Employer’s Agent of their intended attendance and of the number of persons who will attend the tenderer’s meeting and provide contact details of each person, by no later than 10 August 2022. Clear directions to the Mtentu Bridge site will be provided to tenderers who have submitted Form A1.1 or indicated their attendance. Tenderers shall note that the existing gravel access roads to the Mtentu Bridge site are in an extremely poor condition and shall allow sufficient travel time to avoid late arrival. A vehicle with high ground clearance will also be required. The dates for the clarification meeting have specifically been delayed to allow sufficient time for tenderers to study the tender document and drawings before the meeting. Tenderers are therefore advised to thoroughly prepare for the meeting. A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting.
COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is 11h00 on 21 September 2022. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
