T1.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1) The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the slope stability measures for the Confimvaba cutting on Regional Route 61, Section 5 at km 45.30. This project is in the province of Eastern Cape in the Chris Hani district municipality and Intsika Yehtu local municipality. The approximate duration is 10 months including a Mobilisation Period of 3 months . CIDB Regulation 25(1B) will be applicable to this contract. Only tenders with a B-BBEE contributor status level of 1, 2, 3 or 4 and who is a QSE , are eligible to tender. Only tenderers who are registered on the National Treasury Central Supplier Database, are eligible to tender. It is estimated that tenderers should have a CIDB contractor grading designation of 6 or higher in a CE or SJ class, however tenderers attention is drawn to clause 4.1.1 of the Tender Data when submitting their tender. Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted. The tenderer must meet the minimum threshold designated for local production and content as stated in the Tender Data 4.1.1. It is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. Preferences are offered to tenderers who comply with the criteria stated in the Tender Data. Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to Friday, 06 November 2020. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive. Failure to submit Form A1.1 within the required period may render the tender non-responsive and SANRAL does not accept responsibility for any communication not received by the tenderer timeously. CONTRACT SANRAL R.061-050-2020/1 will be listed under Southern Region: Construction Projects A link to the clarification briefing meeting will be sent to tenderers who complete and submit a Certificate of Intention to Submit a Tender (Form A1.1). All Tender Clarification Questions (TCQ) shall be emailed to the Employer. Any Addendum including answers to TCQ’s received shall be emailed directly to all prospective bidders who have submitted Form A1.1. A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 11h00 on Friday, 27 November 2020. Only tender offers submitted electronically on CD/flash drive and delivered to the address specified in the Tender Data will be accepted. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
