CONTRACT SANRAL N.003-110-2018/3RSA-R FOR INDEPENDENT ROAD SAFETY AUDIT (STAGE 1 & 3) FOR THE REHABILITATION OF THE HEIDELBERG TRAFFIC CONTROL CENTER (TCC) ON NATIONAL ROUTE N3 SECTION 11 T 1.1 INVITATION FOR QUOTATION TO UNDERTAKE AN INDEPENDENT ROAD SAFETY AUDIT (STAGE1 & 3) CLOSING DATE (AT 11:00): Fri 31st March 2023 SMEC South Africa (Pty) Ltd were appointed by the South African National Roads Agency SOC Ltd (SANRAL) for the provision of Consulting engineering services for the Heidelberg traffic control center (TCC) on National Route N3 section 11. The project falls within the Lesedi Local Municipality. The Traffic Control Centre is located adjacent the National Route 3 section 11, at both the Northbound carriageway (between approximate km 11.2 and km 12.4) and Southbound carriageway (between approximate km 11.4 and km 12.5). The limits of the project are at the start of the entry lane to the end of the exit lane on the N3 and encompasses the entire Traffic Control Center facilities at both carriageways. The project falls within the Lesedi Local Municipality. The heavy trucks are diverted to the screener lanes from the N3 highway through the weigh-in-motion (WIM) for the screening process. The screener lane is provided with a turnoff to the weighing lane as well as the vehicle testing facility. The lanes for the weighing and testing facilities merge to re-join the N3 or to access the truck parking area. This area provides overloaded trucks the opportunity to offload or rebalance some of their cargo. This is a rehabilitation contract whereby urgent rehabilitation actions of both the screener lanes required as a priority. The rapid deteriorated screener lanes consist of an UTCRCP (Ultra-thin concrete reinforced concrete pavement). Ad-hoc repairs of the Jointed concrete pavement (JCP) failures on all other internal lanes also required. Concrete paving of the truck parking area need repair as well. Temporary traffic accommodation arrangement during construction will be to close lanes or the whole facility for a limited period. The success of the rehabilitation design is dependent on proper effective drainage. Existing road surface and sub-surface drainage need to be improved especially alongside the screener lanes. Possibility to construct sub-soil drainage underneath existing concrete lined drains.to be investigated. The existing road furniture is in a general good condition, however additional guardrails maybe needed to replace existing concrete balustrades. Various services are below the road surface alongside the lanes as well as crossing at certain places. It is crucial that the designs are such not to damage during construction phase. The final Project assessment report was submitted to SANRAL and SMEC is currently preparing the Preliminary design report. Recent survey information, Materials investigation and testing report are available. A Road Safety Audit is therefore required to be undertaken on the Preliminary design stage (Stage 1 Audit) and on the Detailed design stage (Stage 3 Audit) of the project as per South African Road Safety Audit Manual, 2nd Edition, May 2012. Only Consulting Engineering Firms with a B-BBEE contributor status level of 1 or 2, are eligible to submit quotations. Firms with road safety and traffic engineering experience are therefore invited to submit a quote to undertake an independent Road Safety Audit. A clarification meeting will not be held, but it is essential that prospective tenderers familiarise themselves with the site. Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software. Documents are available from Friday, 3rd March 2023. T-8 Tenderers must submit, via email, the duly completed Form A1.1: Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive. COMPLETION AND DELIVERY OF QUOTATIONS The closing time and date for submission of quotations is 11h00 on Fri 31st March 2023. Only quotation offers submitted electronically on CD / flash drive and delivered to the address specified in the Tender Data will be accepted. Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted. Quotations may only be submitted in the format as stated in the Quotation Data.
