T1.1 INVITATION FOR TENDER TO UNDERTAKE AN INDEPENDENT ROAD SAFETY AUDIT

 CLOSING DATE (AT 11:00): FRIDAY 17 MARCH 2023

 SMEC South Africa (Pty) Ltd (SMEC) was appointed by the South African National Roads Agency SOC Ltd (SANRAL) for the commissioning of the Huguenot Tunnel North Bore, as well as the upgrading of the South Bore, both located on National Route 1 Section 1 (N1), between km 60.0 and km 66.0. The project straddles the boundary between the Drakenstein and Breede Valley Municipalities.

 SANRAL’s Tunnel Management System identified that major upgrades for the North and South bore, as well as additional capacity and safety improvements, are required. The additional capacity will take the form of creating a two-lane configuration on the North Bore to take traffic in the north bound direction out of Cape Town towards Worcester while the existing two lanes in the South bore will be dedicated to inbound traffic towards Cape Town. A Road Safety Audit is therefore required to identify current problems that exist within the project limits as it relates to the road, as well as identify and mitigate any road safety problems in the proposed upgrades. Only Consulting Engineering Firms with a B-BBEE contributor status level of 1 or 2, are eligible to submit tenders. Firms with road safety and traffic engineering experience are therefore invited to submit a tender to undertake an independent Road Safety Audit. A clarification meeting will not be held.

 TENDER DOCUMENTS

 Tender documents are available at no cost in electronic format and will be available to prospective bidders from SANRAL’s website after registering their interest. Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software. Tenderers must submit, via email, the duly completed Form A1.1: Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being nonresponsive.

 COMPLETION AND DELIVERY OF TENDERS

 The closing time and date for submission of tenders is 11:00 on 17 March 2023.

Only tender offers submitted electronically on CD / flash drive and delivered to the address specified in the Tender Data will be accepted. Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data.
