Tender Notice: | INVITATION TO PREQUALIFY FOR PROPOSED ADDITIONS & RENOVATIONS TO THE EXISTING PREMISES OF THE SOUTH AFRICAN NATIONAL ROADS AGENCY LIMITED (SANRAL) AT 38 IDA STREET ON RE/PORTION 20 OF ERF 757 MENLO PARK, PRETORIA 1. INTRODUCTION The South African National Roads Agency Limited (“SANRALâ€) is a public company constituted in accordance with the South African National Roads Agency Limited and National Roads Act 1998 (Act No. 7 of 1998). SANRAL is an organ of state and charged with the obligation to develop and maintain the national road network in South Africa. a. Envisaged “contracted†entity for the Project It is envisaged that a Main Contractor will be contracted for the Project, who shall assume full responsibility for the erection and completion of the building project as described on Architects, Engineers and other consultants drawings. b. SANRAL’s Procurement Intent regarding the Main Contractor SANRAL intends, subsequent to having Prequalified potential Main Contractors and Electrical and Mechanical consultants, pursuant to this Prequalification process, to enter into a Tender process to procure the Main Contractor. Prequalification for Main Contractors (min CIDB rating 7GB) and/or Electrical Contractors (min 4EB) and/or Mechanical Contractors (4EB). The potential Main Contractors are to note that each Applicant participating in its team (related to Packages 3 and 4) shall have to Prequalify in its own right. Only Prequalified Applicants will be allowed to participate in the Tender. It is envisaged that a Main Contractor will be contracted for the Project, who shall assume full responsibility for the project. 2. INVITATION & PROCUREMENT PROCESS SANRAL hereby invites applications from suitably qualified and experienced Applicants (companies, joint ventures, consortiums or partnerships) that meet the Prequalification requirements and evaluation criteria pursuant to the Prequalification Documentation ("PQD") in order to Prequalify. SANRAL’s intention is to follow a procurement process that includes four (4) primary steps. These are: Step 1: SANRAL will distribute a list of all Applicants who have drawn a PQD in terms of this Prequalification Notice for the Project to all other Applicants who have drawn the same; Step 2: Preparation and submission of Applications by the Applicants, and the evaluation of Applications (for Prequalification) submitted under this process by SANRAL; Step 3: The distribution of a list detailing all Applicants who have Prequalified. Step 4: SANRAL intends (subsequent to Prequalification process) to enter into a Tender process. 3. PREQUALIFICATION DOCUMENTATION & FEE The Prequalification Documentation (PQD) is defined as and consists of: Volume 1: contains the prequalification framework, instructions, and Project information; Volume 2: is applicable to potential Applicants making application to Prequalify as the Main Contractor Volume 3: is applicable to potential Applicants making application to Prequalify as the Electrical Selected Sub-Contractor Volume 4: is applicable to potential Applicants making application to Prequalify as the Mechanical HVAC Selected Sub-Contractor The main contractor is not obliged to complete volume 3 and/or 4. Electrical and Mechanical contractors need to complete Volumes 3 or 4 respectively and are not obliged to complete volume 2. The Prequalification Documentation (PQD), together with application forms and appendices to be completed by Applicants will be available from Tuesday, 23rd February 2010 at SANRAL’s regional offices (address below). A non-refundable fee of ZAR three hundred (ZAR 300) is required to purchase the PQD prior to or at the compulsory briefing meeting scheduled for Friday, 26th February 2010 at 10:00. “Form EL 2.8, 3.8 and 4.8: Attendance of Clarification Meeting†(as contained in Volumes 2, 3 and 4) will be signed by a duly authorized SANRAL representative at the clarification meeting. The signed Form EL 2.8, 3.8 and 4.8 will be required to be submitted together with the Application. 4. COMPULSORY BRIEFING MEETING A compulsory briefing meeting will be held on Friday, 26th February 2010 at 10h00 South African time (GMT + 2 hours) at the regional offices of: The South African National Roads Agency Ltd 38 IDA STREET MENLO PARK PRETORIA SOUTH AFRICA 0102 Non attendance of the clarification meeting will disqualify the Applicant. The meeting must be attended by an authorised representative of the Applicant. No Application will be considered for Prequalification if the Applicant has not submitted documentary evidence of their attendance at the clarification meeting. Applicants are referred to Forms EL 2.8, 3.8 and 4.8 which must be signed by a duly authorized representative of SANRAL. Please restrict the number of people in your party to two due to limited space. Please note that Applications will be received at the above listed address. See paragraph 6 below. 5.
