Tender Notice: | The South African National Roads Agency SOC Limited (SANRAL) invites tenders from qualified Bidder/s to enter into an agreement for Geographical Information Systems Support. The agreement will be for a base period of three (3) years from the date of award, with the option to renew for a further period of two (2) years, at the sole discretion of SANRAL and under mutual agreement providing the pricing, terms and conditions remain the same for any additional period as agreed upon between SANRAL and the company with whom SANRAL has contracted with, subject to SANRAL’s transformation objectives, as a result of the Request for Tender (RFT). It is SANRAL’s intent to make an award as a result of this Request For Tender. The provision of these services will be for three (3) years commencing on the agreement signature date. The South African National Roads Agency SOC Limited is committed to transformation, employment equity and staff advancement, and supporting broad based black economic empowerment. The primary criteria in selection, apart from costs, will be the degree to which the Bidder/s can demonstrate appropriate knowledge and expertise as well as the Bidder/s BBBEE ranking as required in the industry specific charter for this tender. Preference will be offered to Bidder/s who comply/ies with the criteria stated in the Request for Tender. SANRAL reserves the right to award the Request for Tender as a whole or in part and is under no obligation to accept the lowest or any tender. SANRAL utilises the Hexagon Geospatial suite of Geographical Information Systems software and Bidders must possess intimate knowledge of the whole Hexagon Geospatial Suite of products in order to fulfil the requirements of this tender. TENDER DOCUMENTS Tender documents are available at no cost in electronic format. Downloadable from the SANRAL website as well as the eTender website of National Treasury. Tenderers must have access to MS Office 2007 and Acrobat Adobe 9.0 or later and similar compatible software. Please take note that this will be a Two-Envelope System. TENDERER’S MEETING A compulsory tender clarification meeting with representatives of SANRAL will take place at SANRAL Head Office at 48 Tambotie Avenue, Val de Grace, Pretoria, (GPS dms (WGS84) 25˚ 44̍ 47.4̎ S and 28˚ 17̍ 23.2E) on 17 January 2018 starting at 11h00. Subject to the conditions of tender, late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 14h00 on 02 February 2018. The physical address where the tender documents should be delivered is 38 Ida Street, Menlo Park, Pretoria (GPS dms (WGS84) 25˚ 46̍ 39.9 ̎ S and 28˚ 16̍ 29.4̎ E) Only service providers who are BBBEE compliant and are level 1 to 4 are eligible subject to a minimum of 30 % of the contract value to be subcontracted to EME’s or QSE’s with a level 1 to 4 BBBEE compliance. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data.
