Tender Notice: | 1. INTRODUCTION The South African National Roads Agency Limited (SANRAL) has upgraded and/or constructed national roads in and around the metropolitan areas of Tshwane, Johannesburg and Ekurhuleni in the Gauteng Province. The improved road network utilizes Open Road Tolling (ORT) (i.e. free flow tolling without any physical lane separation or other hindrance). The tolling of the 1st phase of approximately 201 kms started in 2013. This 1st phase consists of 43 Tolling Points (gantries) and generates in excess of 2 million Tolling Point passages per day. More than 2 million (2,000,000) Tags were procured from December 2010 to August 2011 for this ORT 1st phase. It is estimated that new replacement Tags will be required from 2017 onwards, depending on when the batteries of the old Tags will start failing, and in accordance with SANRAL’s requirement for new Tags. 2. INVITATION & PROCUREMENT PROCESS SANRAL hereby invites applications from suitably qualified and experienced Applicants (companies, joint ventures, consortiums or partnerships) that meet the Prequalification requirements and evaluation criteria to Prequalify for the supply of Tags, as defined in the Prequalification Documentation (PQD). Prequalified Applicants shall subsequently be invited and permitted to participate in the Tag Tender process that will follow the Prequalification process. The Tags will be procured at various intervals and in quantities as informed. Tags and Tag Readers shall conform, at a minimum, to EN 15509. In this regard it is recorded that SANRAL may, at any time, including in subsequent Tag Tenders, require Tags and Tag Readers to conform to an updated standard or version of EN 15509. Tags which do not conform to EN 15509 should not be offered and will not be considered as part of the Prequalification process. Applicants should note that this Prequalification process is to Prequalify Applicants who will tender, in a subsequent Tag Tender, to supply Tags that meet the requirements of SANRAL. Tags will be procured at various intervals and in the quantities required by SANRAL, or by contractors appointed by SANRAL. Prequalified Applicants will be SANRAL preferred suppliers. Notwithstanding this, should an Applicant who Prequalifies to participate in subsequent Tag Tenders not be in a position to comply with any updated standard or version of EN 15509 and which SANRAL may require Tags to comply with, then the Applicant shall not (regardless of their Prequalification) participate in a subsequent Tag Tender. All Tags to be supplied and distributed must interface with all existing toll systems within South Africa in accordance with the adopted SANRAL standards. In this regard it should be noted that sample Tags from all Prequalified Applicants may be tested on all the ETC roads during a subsequent Tag tender. SANRAL will utilise the following 3 step procurement process: Step 1: SANRAL will make the Prequalification Documentation available to all potential Applicants who have registered their details on the SANRAL website in response to this Prequalification Notice; Step 2: SANRAL will answer queries, receive and evaluate all Applications, and may Prequalify Applicants in accordance with SANRAL's rules and discretion; and Step 3: SANRAL intends (subsequent to the Prequalification process) to enter into a Tag Tender process/es. Prequalified Applicants will, at their sole discretion and risk, prepare and submit tenders to SANRAL during the Tag Tender process/es for evaluation by SANRAL. 3. PREQUALIFICATION DOCUMENTATION The Prequalification Documentation (PQD), together with application forms to be completed by Applicants will be available from 14 March 2017 for download from the SANRAL website (http://www.nra.co.za). As part of the documentation download, the Applicants will be required to register company and contact information on the website for all further communication with SANRAL during this Prequalification process. 4. CLARIFICATION MEETING No clarification meeting will be held. 5.
