Tender Notice: | REQUEST FOR PROPOSAL – BOTANIST AND PROJECT MANAGEMENT SERVICES PROJECT/CONTRACT No HO 5003/1002/2018/05 FOR PROPAGATION AND RELOCATION OF ALOES The South African National Roads Agency Limited (SANRAL) hereby invites interested parties, with the relevant skills and experience, for providing a Botanist and project management services for the propagation trials of Aloe simii Prospective service providers are advised to study this document carefully and to seek early clarification, as required. A TWO ENVELOP SYSTEM WILL BE USED. Proponents are required to submit their proposal to SANRAL’s Northern Regional office, 38 Ida Street, Menlo Park, Pretoria (The GPS co-ordinates to this office are as follows: S25°46’44.7’ E028°16’29.3”) in the format required, in a sealed envelope, bearing the proponent’s name, the description and references and containing two (2) sealed envelopes that must contain the technical and financial proposals separately. The envelopes containing the technical and financial proposals shall be marked as stated in the RFP. Proposals must be submitted before 14:00 on 21 September 2018. No late submissions will be accepted. A compulsory tenderers’ clarification meeting will be held at SANRAL Head Office 48 Tambotie Avenue, Val de Grace on Tuesday, 11 September 2018 at 10:00. Only service providers, QSE’s/EME’s, that are BBBEE compliant and are between level 1 and 2, are eligible to tender. Eligibility for prequalification is subject to the following conditions: i. A tenderer’s scorecard shall be a B-BBEE Certificate issued in accordance with the codes issued by the Department of Trade and Industry ; and ii. The scorecard shall be submitted as a certificate attached to Returnable Schedule Form F; and iii. The certificate shall: o be an original or an original certified copy of the original; and o have been issued by a verification agency accredited by the South African National Accreditation System (SANAS); or o be in the form of a sworn affidavit in the case of an Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE); and o The Verification Certificate must be valid at the tender closing date; and iv. The date of issue of the certificate must be less than 12 (twelve) months prior to the tender closing date; and v. Failure to submit a valid verification certificate will result in the disqualification of the bidder as no proof for the prequalification will exist; and vi. In the event of a joint venture (JV), a consolidated B-BBEE verification certificate in the name of the JV shall be submitted, as well as a valid B-BBEE verification certificate for each member of the JV. Only tenderers with at least eight (8) years of practical post-graduate experience as an environmental practitioner are eligible to submit tenders. It will be an advantage for the tenderer to be registered with the South African Council of Natural Science Professions (SACNASP) and/or any other recognised professional body.
