TENDER NOTICE AND INVITATION TO TENDER CLOSING DATE (AT 14:00): 23 July 2010 The South African National Roads Agency Limited (SANRAL) invites tenders for the Operation and Maintenance of the Huguenot Toll Tunnel on National Route 1 Section 1. This project is in the province of Western Cape. Tenderers should have a CIDB contractor grading designation of 7ME or 7EP or higher Preferences are offered to tenderers who comply with the criteria stated in the Tender Data. TENDER DOCUMENTS: The physical address for collection of tender documents is SANRAL offices at The Regional Manager (Western Region), The South African National Roads Agency Ltd, Parc du Cap, Building 5, Corner Willie van Schoor Avenue and Mispel Street, Bellville where documents may be collected from 28 June 2010 during the hours 08:00 to 16:00 (Monday to Friday). (Do not make a payment without the reference number) Proof of payment must be provided on the collection of Tender Documentation. Tender documents will be issued in electronic format on CD. TENDERERS MEETING: A compulsory tenderer’s clarification meeting with representatives of SANRAL will take place at the Huguenot Toll Tunnel Control Building, Huguenot Toll Plaza, Paarl on 8 July starting at 10h00. Submissions of tenderers who arrive late at the Clarification Meeting shall be regarded as non-responsive. COMPLETION AND DELIVERY OF TENDERS: The closing time and date for receipt of tender is 14:00 on Friday, 23 July 2010 at SANRAL Western Region offices Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Multi-disciplinary management and control skills are consequently essential covering the following engineering disciplines, namely, civil, structural, geotechnical, electrical, mechanical and electronic branches of engineering. As the project includes a toll plaza, financial abilities and controls will play a major role in the organisation to be proposed. Each tenderer shall demonstrate, by means of his tender, that the constituent parts of his organisation have, or shall obtain, prior to taking over the works, the following capabilities and experience: Managing multi-disciplinary engineering and financial accounting task forces. Operating and maintaining mechanical plant such as air-conditioning systems, large fans, water supply plant and equipment. Operating and maintaining high voltage electrical installations with a capacity of at least 3 MVA, at a voltage of 11 000 Volts. 11 kV switching may only be carried out by Eskom trained staff. Operating and maintaining plant and equipment which is computer monitored and controlled from a remote control room. Operating and maintaining multiplexed radio equipment Operating and maintaining CCTV equipment using fibre optic signal paths Directing and controlling vehicular traffic, particularly heavy vehicles. Experienced first line fire fighting, first aid and rescue, including the operating and maintenance of specialised vehicles. Experience in directing and controlling an integrated staff, on a shift basis, 24 hours per day, 365 days per year. Handling and accounting for large amounts of cash, including the management of associated security systems. Inventory management. Experience in toll collection. Other aspects that will be a recommendation are: Experience in safety programmes. Experience in heavy civil engineering construction. Experience in road construction and maintenance. Experience in tunnel construction and maintenance.
