Tender Notice: | The South African National Roads Agency Limited (SANRAL) invites tenders for the PROCUREMENT OF A COMMUNICATION SYSTEM IN THE GAUTENG PROVINCE, SOUTH AFRICA. This project is situated along the road network of the Gauteng Freeway Improvement Project (GFIP) as depicted in the layout drawings in Volume 2 Book 1 Part 2 – General Requirements of the tender documents. The Time for Completion of the Contract is a Design-Build Period of 24 months (to be completed in Sections) and an Operation Service Period of 8 years with an extension option at the discretion and election of SANRAL. The project consists of the turnkey provision of a reliable fibre optic based communication system (including some associated civil works in relation to trenching, ducting and minor structures) and the associated operation and maintenance services in relation to the communication system. The communication system offered by the tenderers shall be capable of guaranteeing visual, voice and data communications for SANRAL's ITS and Open Road Tolling Systems as well as cater for SANRAL's corporate communication requirements in an environment of minimum downtime, appropriate capacity and optimum redundancy in accordance with the set requirements specified in the tender documents. Tenderers should note that 2 tender solutions are invited, namely: Tender Solution 1 (a compulsory technical solution): Solution 1 is based on the maximum utilization and optimum expansion of existing SANRAL infrastructure in accordance with the prescribed requirements of the tender documentation. The submission of a Solution 1 tender offer is compulsory to all tenderers, including those tenderers that wish to tender for Solution 2. A tenderer may also submit an alternative offer(s) (being tender offers which are neither Solution 1 or Solution 2 offers), provided that a main compliant offer (being a compliant response to Solution 1) is also submitted and that all offers comply with the tender conditions and requirements contained in Volume 3 of the tender documents. Tender Solution 2 (an optional commercial solution): Solution 2 is an opportunity given to those tenderers who can offer commercial value to SANRAL by means of a shared communication infrastructure and/or usage mechanism. In terms of this solution, Tenderers may propose using SANRAL's communications infrastructure for other commercial purposes. The tenderer shall provide appropriate details of his proposed solution and commercial offer. The submission of a Solution 2 tender offer is optional. A tenderer may also submit an alternative offer(s) (being tender offers which are neither Solution 1 or Solution 2 offers), provided that where a Solution 2 offer is submitted or an alternative offer(s) is made, a main compliant offer (being a compliant response to Solution 1) is also submitted and that all offers comply with the tender conditions and requirements contained in Volume 3 of the tender documents. Tenderers are to, at a minimum, (i) demonstrate compliance with SANRAL's BBEEE principles as set forth in the tender documents; (ii) be in possession of a valid ECNS license with ICASA; (iii) have an audited turnover of at least R 500 million for the last financial year; and (iv) have an installed base of at least 500 km of optical fibre route (not including the number of cores but the route length). The physical address for collection of tender documents is 38 Ida Street, Menlyn, Pretoria where documents may be collected during the hours 08h00 to 16h00 (Monday to Friday) from 10h00 on 8 March 2010. GPS coordinates and a map is attached hereto. A non-refundable fee of R1000.00 is required on collection of the tender documents, payable in cash or by bank guaranteed cheque made payable to the South African National Roads Agency Limited. A compulsory tender meeting with representatives of SANRAL will take place at 38 Ida Street, Menlyn, Pretoria, on 19 March 2010 at 14:00. A map to the venue for the tender meeting will be made available before or during the period for tender. The closing date and time for receipt of tenders is 14:00 on 6 April 2010. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted on the tender documentation that is issued. It is envisaged that two or more tenderers will be selected with whom SANRAL will enter into detailed negotiations. At the discretion of SANRAL, it may require these tenderers to submit best and final offers (BAFO's) on a date to be determined by SANRAL. SANRAL will determine the conditions with which the BAFO's are to comply. SANRAL reserves the right to award the tender without proceeding to the BAFO stage and/or on any other basis as it may deem appropriate and/or to award the tender as a whole, in part or jointly and also is under no obligation to accept the lowest and/or any tender. SANRAL reserves the right, on written notice to all tenderers who have collected the tender documents, to adjust the time periods applicable to this tender. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
