Tender Notice: | T1.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1) 1.CLOSING DATE The closing date for tender submissions is Friday 6 October 2017 at 14:00. 2.SUB-SERVICE DESCRIPTION Knight Piésold was appointed by The South African National Roads Agency (SOC) Limited (SANRAL) for the provision of Consulting Engineering services for the N2 Wild Coast toll Highway Section 20 between the Msikaba River Bridge and the Mtentu River Bridge. This project is in the province of the Eastern Cape and in the district municipality of O R Tambo. The approximate programme for the main consultant is for design and construction documentation to be completed by August 2017 for the relocations Contract, March 2018 for the local (community) access roads contract and March 2018 for the main works contract. This will be followed by supervision of the relocation and access roads contract of 30 and 40 weeks respectively and supervision of the main works contract of 30 months. It is a prerequisite of SANRAL (the Client) that the Main Consulting Engineering Company (the Employer) sublets a portion of the service to a Targeted Enterprise Consulting Engineering Company (the Service Provider). Subsequently Knight Piésold invites tenders from Targeted Enterprise Consulting Engineering Companies for the provision of Consulting Engineering Sub-services for the N2 Wild Coast toll highway section 20 between the Msikaba River Bridge and the Mtentu River Bridge. The approximate Sub-service programme is for design and construction documentation of community access roads to be completed by 26 February 2018 and minor drainage on the toll road, structures including major drainage structures, pedestrian bridges, overpasses and under passes to be completed by March 2018, followed by contract administration and monitoring of the access roads contract for 40 weeks commencing in May 2018. 3. ELIGIBLE TENDERERS Only Targeted Enterprise Consulting Engineering Companies who comply with the Targeted Enterprise criteria stated in the Tender Data are eligible to tender. 3.1 Targeted Enterprise Consulting Engineering Company A Targeted Enterprise Consulting Engineering Company is a registered consulting engineering firm who is an EME or QSE, which complies with the following criteria: a) is at least 51% owned by black people; and b) does not share equity holding with Knight Piésold; and c) is registered in terms of the Company’s Act, 2008 (Act No. 71 of 2008) or Close Corporation Act, 1984 (Act No. 69 of 1984); and d) is registered on the National Treasury’s Central Supplier Database (CSD). 3.2 Exempted Micro Enterprise (EME) An EME is an exempted micro enterprise in terms of a code of good practice on black economic empowerment issued in terms of section 9(1) of the Broad-Based Black Economic Empowerment Act, 2003 (Act No. 53 of 2003). 3.3 Qualifying Small Business Enterprise (QSE) A QSE is a qualifying small business enterprise in terms of a code of good practice on black economic empowerment issued in terms of section 9(1) of the Broad-Based Black Economic Empowerment Act, 2003 (Act No. 53 of 2003). 4. TENDERER’S CLARIFICATION MEETING A compulsory Tenderer’s Clarification Meeting with representatives of the Client and the Employer, will take place at: The South African National Roads Agency SOC Ltd. 20 Shoreward Drive (opp. Bay West mall), Bay West Port Elizabeth. 6025. on Wednesday 20 September 2017 starting at 10:00am Note to Tenderers: a) At least 1 (one) technical competent person representing the Tenderer shall attend the Tenderer’s Clarification Meeting. b) Late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. 6. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 14:00 on Friday 6 October 2017. Tenders are to be delivered to the Tender Box at SANRAL, 20 Shoreward Drive (opp. Bay West mall), Bay West, Port Elizabeth.
