Tender Notice: | Notice: SOUTH AFRICAN NATIONAL ROADS AGENCY SOC LIMITED CONTRACT SANRAL N.002-290-2019/3 PERIODIC MAINTENANCE ON NATIONAL ROUTE 2, SECTION 29 FROM km 28.8 TO ETEZA WEIGHBRIDGE (km 44.6) T1.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1) The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Periodic Maintenance on National Route 2, Section 29 from km 28.8 to Eteza Weighbridge (km 44.6). This project is in the province of Kwazulu-Natal in the district municipality of uThungulu and local municipality of Mfolozi. The approximate duration is fifteen (15) months (including the 3 months Mobilisation Period). Only tenders with a B-BBEE contributor status level of 1, 2, 3 or 4, are eligible to tender. Only tenderers who comply with the functionality criteria for: key persons; Environmental, Social, Health, and Safety (ESHS) past performance; financial capability; experience and past contract performance, as stated in the Tender Data, are eligible to tender. Only tenderers who are registered on the National Treasury Central Supplier Database, are eligible to tender. It is estimated that tenderers should have a CIDB contractor grading designation of 8 CE or higher, however tenderers attention is drawn to clause 4.1.1 of the Tender Data when submitting their tender. Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted. Only locally produced or locally manufactured goods with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered. If the tenderer is a QSE, it is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has less than 51% Black ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of fifty percent (50%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has equal or more than 51% Black ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of fourty percent (40%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has equal or more than 51% Black women or Black youth ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data. Preferences are offered to tenderers who comply with the criteria stated in the Tender Data. TENDER DOCUMENTS Tender documents are available at no cost in electronic format on CD. Tenderers must have access to MS Office ©2013 and Acrobat Adobe ©9.0, or similar compatible software. The physical address for collection of tender documents is 58 Van Eck Place, Mkondeni, Pietermaritzburg, where documents may be collected during the hours 09h00 to 16h00 (Monday to Friday), from 29 November 2019. TENDERER’S MEETING A compulsory tender clarification meeting with representatives of SANRAL will take place at the Premier Hotel, The Richards in Richards Bay on 10 December 2019 starting at 11h00. Tenders from late arrivals will not be allowed and their submissions shall be declared non-responsive. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 14h00 on 24 January 2020. Telegraphic, telephonic, telex, email, facsimile, late tenders and submissions from tenderers who arrived late at the tender clarification meeting will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
