Tender Notice: | The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the manufacture of 80 km of precast concrete barriers to be used as a temporary vehicle restraint system for the upgrading of National Routes 2 and 3 in the Eastern Region. This project is in the province of KwaZulu Natal in the district municipality of uMgungundlovu and local municipality of Mkhambathini. The duration is 27 months inclusive of 3 months mobilisation period and 40km of barriers must be available in the first 12 months of the contract. CIDB Regulation 25(1B) will be applicable to this contract. Only tenders with a B-BBEE contributor status level of 1, 2, 3 or 4, are eligible to tender. Only tenderers who comply with the eligibility or tenderers capability and experience requirements for key persons; Environmental, Social, Health, and Safety (ESHS) past performance; financial capability; experience and past contract performance, as stated in the Tender Data; are eligible to tender. Only tenderers who are registered on the National Treasury Central Supplier Database, are eligible to tender. It is estimated that tenderers should have a CIDB contractor grading designation of 8CE or higher, however tenderers attention is drawn to clause 4.1.1 of the Tender Data when submitting their tender. Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) of the Construction Industry Development Regulations, will not be accepted. Only locally produced or locally manufactured goods with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered. If the tenderer is a QSE, it is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%)of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has less than 51% Black ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of fifty percent (50%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has equal or more than 51% Black ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of forty percent (40%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has equal or more than 51% Black women or Black youth ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data Furthermore, it is a requirement of this contract that one hundred percent (100%) of the barriers must be manufactured on a designated site owned by the Employer in the Camperdown area with the intention of empowering Grades 1 to 6CEPE CIDB Graded Targeted Enterprise(s) in the production of precast concrete products in at least three separate precast yards. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 14h00 on 12 December 2019. Telegraphic, telephonic, telex, email, facsimile, late tenders and submissions from tenderers who arrived late at the tender clarification meeting will not be accepted.
