Tender Notice: | The South African National Roads Agency SOC Limited (SANRAL) is inviting suitably qualified service providers for the following communication on media buying services. It is SANRAL’s intent to make an award as a result of this Request for Tender (RFT). The provision of these services will be for a period of five (5) years commencing on 01 December 2019. It is a requirement that the successful tenderer avails themselves from the anticipated commencement date for handover. The South African National Roads Agency SOC Limited is committed to transformation, employment equity and staff advancement, and supporting broad based black economic empowerment. SANRAL reserves the right to award the Request for Tender as a whole or in part and is under no obligation to accept the lowest or any tender. This tender is subject to section 9(b)i of the PPPFA Regulations of 2017. TENDER DOCUMENTS Tender documents are available at no cost in electronic format. Downloadable from the SANRAL website as well as the eTender website of National Treasury. Tenderers must have access to MS Office 2007 and Acrobat Adobe 9.0 or later and similar compatible software. TENDERER’S MEETING A compulsory tender clarification meeting with representatives of SANRAL will take place at SANRAL Head Office at 48 Tambotie Avenue, Val de Grace, Pretoria, (GPS dms (WGS84) 25˚ 44̍ 47.4̎ S and 28˚ 17̍ 23.2E) on 03 September 2019 starting at 13h00. Subject to the conditions of tender, late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 14h00 on 18 September 2019. The physical address where the tender documents should be delivered is 38 Ida Street, Menlo Park, Pretoria (GPS dms (WGS84) 25˚ 46̍ 39.9 ̎ S and 28˚ 16̍ 29.4̎ E) B-BBEE PRE-QUALIFICATION (a) Only service providers who are BBBEE compliant and are between level 1,2,3 or 4 are eligible to tender; (b) tenderer must sub-contract a minimum of 30% of the value of the contract to – (i) an EME or QSE which is at least 51% owned by black people. EVALUATION METHOD Please take note that this will be a Two-Envelope System. Two stage evaluation for Price and BBBEE utilizing the 80/20 or 90/10 preference point system will be applicable. FUNCTIONALITY CRITERIA Functionality will be evaluated and scored out of 100 points The minimum evaluation points required to qualify from Phase1 is 50 points: Technical evaluation and the minimum evaluation points required to qualify from Phase2 is 25 points: Presentation to qualify to pricing and preference evaluation: 75 points All financial submissions of tenderers whose technical submission does not meet the above requirement will be returned unopened to the tenderer Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted.
