Tender Notice: | PD Naidoo and Associates Consulting Engineers (the EMPLOYER) on behalf of the South African National Roads Agency Limited (SANRAL) invites tenders for the management of the processes for obtaining the relevant Environmental Authorizations, licenses and permits from the relevant environmental authorities for the Route Location of possible Bypasses at Butterworth and Dutywa, on National Road N2 Section 17 and 18.The following is required: • a project management proposal, for the Scoping Phase, on completion of the alternative and preferred route locations, and the EIA at the preliminary design phase • a fee proposal for the project based on the following offered as a guide. The Tenderer is required to split the costs between the following: • Full Environmental Impact Assessment and associated Public Participation; • Plan of Study for Scoping and submission, including scope, approach to deal with alternatives • Identify issues and those which require further investigation • Water Use License; • Borrow Pit and Quarry applications and associated Public Participation (provisions for one mining permit and one mining right is required) • EIA phase in conjunction with the preliminary design, incorporating the environmental issues/mitigation in the Scoping Report • Plan of Study for the Environmental Impact Assessment and submission, including scope, and approach • Specialist studies identified in Scoping Phase (quantification of risks, alternative practices, etc) • Assistance with Environmental Impact Report • Fatal Flaw Scan • all relevant returnable schedules for use in the evaluation of the tender The South African National Roads Agency Ltd is committed to transformation, employment equity and staff advancement, and to supporting black economic empowerment. The primary criterion in selection, apart from costs, will be the degree to which the Tenderer can demonstrate appropriate knowledge and expertise. A further consideration will naturally be the equity profile of the Tenderer in management, ownership and implementation. The EMPLOYER reserves the right to award the tender as a whole or in part and also is under no obligation to accept the lowest or any tender. The tender closes at the SANRAL’s Southern Regional office at 70 Second Avenue, Newton Park Port Elizabeth. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted.
