Tender Notice: | The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Special Maintenance on National Route N2 Section 17 from Toleni (km 15.5) To Ibika (km 44). This tender also includes the provision of training and construction management services for the construction of community access roads, walkways and taxi embayments adjacent to the National Route N2 Section 17. The works on the main carriageway and within the road reserve include: • Drainage improvements, • In-situ recycling of the existing base to sections of the route, • Asphalt patching, • Rut filling, • Texture slurry, • Construction of a 20 mm / 7 mm split double seal with S-E1 modified binder, • Construction of asphalt surfacing, • Improvements to intersections, • Some earthworks to improve fill slopes, and • Replacement of guardrail posts A large Community Development (CD) component is included in the scope of works. It is the employer’s intention to construct approximately 36 km of slurry bound macadam access roads and approximately 17 km of concrete walkways using learner contractors (CIDB grades 1CE to 5CE). The scope of work will include community engagement, skills assessment, training, mentoring and management of the learner contractors. This project is located within the boundaries of Mnqumu local municipality, within the district municipality of Amathole in the province of Eastern Cape. The approximate duration is 26 months. Only tenderers who have access to a suitably qualified and experienced contracts manager who will be the single point accountability and responsibility for the management of the construction works, and who is registered with SACPCMP as PrCM or with ECSA as PrEng or PrTechEng are eligible to tender. In addition to the contracts manager, only tenderers who have access to a suitably qualified and experienced construction manager (Contractor’s Representative) who will be the single point accountability and responsibility for the community development works, and who is registered with SACPCMP as a Construction Mentor. Tenderers should have a CIDB contractor grading designation of 9 CE or higher, however tenderers attention is drawn to clause 4.1.1 of the Tender Data when submitting their tender. Tenders from tenderers with a CIDB contractor grading designation of 9 CEPE or lower will not be accepted. The primary criterion in selection, apart from the qualification and experience of the contracts manager and community development works construction manager, CIDB grading and costs, will be the degree to which the tenderer can demonstrate appropriate knowledge and expertise. Preferences are offered to tenderers who comply with the criteria stated in the Tender Data. TENDER DOCUMENTS Tender documents are available at no cost in electronic format on CD. Tenderers must have access to MS Office 2007 and Acrobat Adobe 9.0, or similar compatible software. The physical address for collection of tender documents is Reception, Block C, Southern Life Gardens, 70 Second Avenue, Newton Park, Port Elizabeth where documents may be collected during the hours 09h00 to 16h00 (Monday to Friday), from Monday, 29 August 2016. TENDERER’S MEETING A compulsory tender clarification meeting with representatives of SANRAL will take place at Red Valley Bed and Breakfast, Komga on Tuesday, 06 September 2016 starting at 11:00. Reflective vests are compulsory when attending the site visit. Late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 14h00 on Friday, 23 September 2016. Telegraphic, telephonic, telex, email, facsimile, late tenders and submissions from tenderers who arrived late at the tender clarification meeting will not be accepted.
