Tender Notice: | The closing time and date for receipt of tenders is 14h00 on Friday, 01 August 2014. The address for submission of tender documents is: The South African National Roads Agency SOC Ltd 58 Van Eck Place, Mkondeni, Pietermaritzburg Naidu Consulting (Pty) Ltd invites tenders on behalf of the Applicant, the South African National Roads Agency SOC limited, for the Sub-service for Environmental Monitoring Services during the construction stage for The Realignment of National Route 2, Section 27 from Umhlali River Bridge (km 15.370 to km 15.980) and from Umvoti River bridge (km 26.400 to Km 27.140). This project is in the province of KwaZulu-Natal and falls within the ILembe District Municipality. The approximate duration is 12 months with construction anticipated to commence in October 2014. The Applicant is committed to transformation, employment equity and staff advancement, and to supporting black economic empowerment. The primary criterion in selection, apart from costs, will be the degree to which the Tenderer can demonstrate appropriate knowledge and expertise. A further consideration will naturally be the equity profile of the Tenderer in management, ownership and implementation. Preferences are, therefore, offered to tenderers who comply with the criteria stated in the Tender Data. Only tenderers with at least five (5) years of relevent experience with an accredited diploma in Environmental or Natural Sciences or equivalent are eligible to submit tenders. It will be an advantage for the tenderer to be registered with the Environmental Division of the South African Council of Natural Science Professionals (SAC Pr Sci Nat) and demonstrate membership to the professional body of Environmental Assessment Practitioners of South Africa (EAPSA). Tenderers are requested to submit all returnable schedules from which evaluation of functionality (quality) will be measured according to the following: Quality criterion measured Maximum value (number) Weighting (%) Environmental experience 45 60 Managerial capacity 27 20 Continuing professional development 18 10 Method statement 2 10 Total score (maximum) 92 100 Minimum qualifying score 64 70 Other specific returnable information is: • a project management proposal that clearly identifies the appropriate authorisations needed and details of the processes to be undertaken to acquire them; and • a time schedule for each process including identification of milestones. Documents will be made available via e-mail from Friday, 18 July 2014 during the hours 08:00 to 16:00 (Monday to Friday). Tender documents will be issued via e-mail and tenderers must have access to Microsoft © Word 2007 and Excel 2007 and Acrobat Adobe © 9.0 or similar compatible software. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted on the tender documentation that is issued.
