Tender Notice: | T1.1 TENDER NOTICE AND INVITATION TO TENDER Ingerop South Africa (Pty) Ltd invites tenders on behalf of the South African National Roads Agency SOC Limited (SANRAL) for the management of the process of obtaining Environmental Authorization from the relevant environmental authorities for the upgrade of the National Route 2 from near the Empangeni T-junction to Kangela. Tenderers are requested to submit • all relevant returnable schedules for use in the evaluation of the tender • a project management proposal, clearly detailing the tasks to be undertaken under the identified authorisation processes ,i.e. - Basic Assessment Report (BAR) or Environment Impact Report (EIR) - Applicable licences or permits, eg water, mining, removal of protected species, etc - Specialist studies e.g. heritage, paleontological, archaeological studies, etc • a time schedule • a fee proposal for the project based on the Scope of Works and the tasks to be undertaken, using the discretion as environmental assessment practitioners • a declaration of independence as an environmental assessment practitioner The South African National Roads Agency SOC Limited is committed to transformation, employment equity and staff advancement, and to supporting black economic empowerment. The primary criterion in selection, apart from costs, will be the degree to which the Tenderer can demonstrate appropriate knowledge and expertise. A further consideration will naturally be the equity profile of the Tenderer in management, ownership and implementation. Preferences are offered to tenderers who comply with the criteria stated in the Tender Data. The physical address for collection of tender documents is 1st Floor, Block A, Essex Park, 46 Essex Terrace, Westville 3630 where documents may be collected during the hours 08h00 to 16h00 (Monday to Friday) from the 25th day of February 2013. The Employer reserves the right to award the tender as a whole or in part and also is under no obligation to accept the lowest tender. The closing time and date for receipt of tenders is 11h00 on 25th day of March 2013. The tender closes at the SANRAL’s Eastern Regional office at 58 Van Eck Place; Mkondeni; Pietermaritzburg 3201. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted on the tender documentation that is issued. Requirements for completing, sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data. No tenderers’ clarification meeting will be held, however the tenderers will be required to inspect the site prior to preparation and submission of tender documents.
