Tender Notice: | 1. APPOINTMENT OF AURECON SOUTH AFRICA (PTY) LTD Aurecon has been appointed by the South African National Roads Agency Limited (SANRAL) to undertake the design and supervision of the rehabilitation of the National Route N8 between Alexanderfontein and Petrusburg in the Free State 2. INVITATION In order to comply with the Minerals and Petroleum Development Resources Act No 28 of 2002, we hereby invite your firm to submit a proposal and quotation to undertake the following of scope of work: 2.1 The application for a prospecting permit, and all associated documentation, plans and reports as stipulated in the Regulations (Government Gazette No 26275 23rd April 2004) for approximately eight borrow pits. Please refer to Appendix A for the possible positions as identified by a desktop study. 2.2 The application for mining permits for approximately eight borrow pits exceeding 1.5 hectares; including the compilation of all environmental management plans, and associated documentation, as stipulated in the Regulations. The application must include for blasting and crushing of material. 2.3Application for closure documentation. 2.4The application for mining right(s), for the opening of the said borrow pits, including all work plans, environmental scoping reports, environmental impact assessments and environmental programmes as stipulated in the Regulations. Such applications are not to be submitted to DME directly, but are to be submitted to SANRAL for checking. SANRAL will then return the document to your firm once it is satisfied that there are no omissions or mistakes, for submission to DME. Please note that payment totalling 60% of your quotation will be due on submission of your documentation to SANRAL. The remaining amount will only be paid once DME accepts the application as needing no further amendments by your firm. Please note that your Scoping and EMPR submissions must be submitted simultaneously to SANRAL. 2.5 Fees and disbursements are to be listed separately. The prescribed application fees should be included in the quotation and listed under the disbursements. 2.6 SANRAL’s programme is fast tracked as construction must commence on 1 March 2011. Please refer to the attached programme as Appendix B to this letter. 3. EVALUATION AND AWARD Proposals will be evaluated based on the understanding of the scope of the work required as demonstrated in the proposal and on the tendered price. The South African National Roads Agency Limited does not bind itself to accept the lowest or any proposal submitted. The successful firm will be appointed by Aurecon as a sub-consultant. 4. PROPOSAL Your proposal should briefly describe your proposed methodology and in particular any other issues that you feel should be addressed. Your quotation shall be based on the attached schedules in order to ease the adjudication process. 5. CLOSING DATE Proposals shall be submitted to the Regional Engineer. SANRAL – Eastern Region for the attention of Gavin Harrison (ER) before 14:00 on 6th August 2010. Faxed or emailed proposals are acceptable.
