Tender Notice: | Tenders are hereby invited for the construction of gravel access roads in the Elundini Local Municipality. The contract will be for a period of six (6) months. Tenderers must be registered with the CIDB and have a valid CIDB contractor grading designation of Grade 6CE or higher. Tender documents will be available, free of charge as of 08h00 on 20 May 2016, from the offices of the SOUTH AFRICAN NATIONAL ROADS AGENCY SOC LIMITED, Block C, Southern Life Gardens, 70 Second Avenue, Newton Park, Port Elizabeth. Tender documents will be issued in electronic format on CD and tenderers must have access to MS Office 2007 and Acrobat Adobe 9.0, or similar compatible software. A compulsory tender clarification meeting with representatives of SANRAL will take place at the East London Gold Club, 22 Glen Eagles Rd, East London, 5241 on Tuesday, 31 May 2016, starting at 10:00 AM. Late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. Tenders may only be submitted in the format as stated in the Tender Data. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data. The completed tender document as well as any supporting documentation shall be placed in a sealed envelope clearly marked “TENDER NRA P003-014-2016/1-65C, 67C, 68C & 69C: RURAL ROADS PROGRAMME: REGRAVELLING OF ACCESS ROADS IN THE ELUNDINI LMA - CONTRACT B (CENTRAL REGION)†and deposited in the Tender Box at the SOUTH AFRICAN NATIONAL ROADS AGENCY SOC LIMITED, Block C, Southern Life Gardens, 70 Second Avenue, Newton Park, Port Elizabeth, not later than 14:00 PM on 24 June 2016, when tenders will be opened in public. Telegraphic, telephonic, telex, email, facsimile, late tenders and submissions from tenderers who arrived late at the tender clarification meeting will not be accepted. Tenderers must take particular note of the following: • It is an express condition of this Contract, that the South African National Roads Agency SoC Limited enforce that a minimum of 25% of the contract value, must be subcontracted to Micro Enterprises (SMME’s). Further, this work is to be subcontracted in a minimum of 1 work package to Micro Enterprises (SMME’s) registered in the correct CE grading’s, for the appropriate value of the subcontracted works. • Only tenderers complying with the requirements as specified in the Conditions of Tender will be considered. • Functionality: Tender offers will only be considered responsive if the minimum Functionality requirement of 70% is achieved. • The 90/10 preference point system will be applicable with 90 points allocated to Price and 10 points towards B-BBEE Status Level of Contribution, as follows: B-BBEE Status Level of Contributor Number of Points (90/10 system) 1 10 2 9 3 8 4 5 5 4 6 3 7 2 8 1 Non-compliant contributor 0 Tender offers will only be acceptable if: a) the tenderer submits with his tender a valid original Tax Clearance Certificate issued by the South African Revenue Services (All parties to submit this information in the case of a Joint Venture). b) Eligibility and Functionality as detailed in Conditions of Tender will apply (see F3.8.1 in Section T1.2: Tender Data). Tenderers are required to demonstrate their ability to undertake the work and provide proof of experience and expertise. Tenders need to meet the eligibility and functionality criteria to be considered for award. c) the tenderer must be registered with the Construction Industry Development Board in an appropriate contractor grading designation (All parties to submit this information in the case of a Joint Venture); d) the tenderer or any of its directors is not listed in the Register of Tender Defaulters or the List of Restricted Suppliers managed by the National Treasury (www.treasury.gov.za) in terms of the Prevention and Combating of Corrupt Activities Act of 2004 as a person prohibited from doing business with the public sector; e) the tenderer has not abused the Employer’s Supply Chain Management System; f) the tenderer has not failed to perform on any previous contract with the Employer; g) the tenderer has completed and signed Form B (Certificate of Authority for Signatory); h) the Form of Offer is duly completed and signed (Note: Any correction must be signed by the authorised signatory); i) the tenderer has completed and signed the Compulsory Enterprise Questionnaire (Form T2.2R) (for each of the participating firms in the case of a joint venture); j) Tenderers must be registered as a member with the Bargaining Council. k) all relevant certified information is submitted with the Tender; l) It is an express condition of this Contract, that the South African National Roads Agency SoC Limited enforce that a minimum of 25% of the contract value, must be subcontracted to Micro Enterprises (SMME’s). Further, this work is to be subcontracted in a minimum of 1 work package to Micro Enterprises (SMME’s) registered in the correct CE grading’s, for the appropriate value of the subcontracted works. In the subcontract agreement, the Tenderer is to clearly state the scope of the work to be subcontracted in each specific package, as well as the agreed rates for which the subcontractor will be paid. m) The Tendering entity must submit the signed subcontract agreements with each of the Micro Enterprises (SMME’s), at Tender stage. This requirement will form part of the Responsive Criteria for the adjudication of this Contract. If subcontracting is done through a Joint Venture partnership, the signed Joint Venture agreement must also be submitted with this tender.†n) all other Tender Conditions are complied with. All tenders shall remain valid for a period of 90 days after the tender closing date. The lowest, or any tender will not necessarily be accepted. Telegraphic, telephonic, telex, facsimile, e-mail and late tenders will not be considered. |
