Tender Notice: | SMEC South Africa (Pty) Ltd invites tenders on behalf of the Applicant, the South African National Roads Agency SOC limited, for the Subservice of managing the environmental application processes for National Route R61 Section 11 between Port Edward (km 5.0) and Mpenjati River (km 15.4) - Borrow Pit Licencing. This project is in the province of KwaZulu-Natal and in the Ugu District Municipality. The approximate programme is for design and construction documentation to be completed by September 2017, followed by supervision of 30 months, commencing November 2018. The Applicant is committed to transformation, employment equity and staff advancement, and to supporting black economic empowerment. The criteria for selection are aligned with the Preferential Procurement Policy Framework Act (Act 5 of 2000).Preferences are, therefore, offered to tenderers who comply with the criteria stated in the Tender Data. The Tender Data also express tenderers’ functionality (quality) evaluation, measured as other objective criteria, that a tenderer must achieve otherwise such tender will be rejected. Only tenderers with at least eight (8) years of practical post graduate experience as an environmental practitioner are eligible to submit tenders. It will be an advantage for the tenderer to be registered with the Environmental Division of the South African Council of Natural Science Professionals (SAC Pr Sci Nat) and demonstrate affiliation to one or more recognised professional bodies of the environmental profession. Tenderers are requested to submit all returnable schedules from which evaluation of functionality (quality) will be measured according to the following: Quality criterion measured Weighting (%) Environmental experience 60 Managerial capacity 20 Continuing professional development 10 Method statement 10 Total score (maximum) 100 Minimum qualifying score 70 Other specific returnable information is: •a project management proposal that clearly identifies the appropriate authorisations needed and details of the processes to be undertaken to acquire them; and •a time schedule for each process including identification of milestones. Documents may be collected from 23 January 2017 during the hours 08:00 to 16:00 (Monday to Friday. Tender documents will be issued in electronic format on CD and tenderers must have access to Microsoft © Word 2007 and Excel 2007 and Acrobat Adobe © 9.0 or similar compatible software. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted on the tender documentation that is issued. Requirements for completing, sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data. No tenderers’ clarification meeting will be held.
