Tender Notice: | The South African National Roads Agency (SOC) Limited wishes to invite tenders from capable and highly experienced service providers for New website design, hosting and support, content management system implementation, social intranet design and development and digital services. To its Head Office situated at 48 Tambotie Avenue, Val de Grace, Pretoria. Black youth and Women are encouraged to apply METHOD OF EVALUATION Tenderers are to submit their tender submissions utilizing the two envelop system (separate technical with BBBEE certificate and financial proposal). Two stage evaluation for Price and BBBEE utilizing the 80/20 preference point system will be applicable. Functionality will be evaluated and scored out 100 points. o Bidders shall score a minimum of 50 points to be considered for presentation and a minimum of 65 points to be considered for Price and BBEE o Total points for evaluation of the technical proposal for website tally to 50 points o Total points for evaluation of technical proposal for Intranet tally to 35 points o Total points for presentation tally to 15 points B-BBEE PRE-QUALIFICATION CRITERIA Only tenders with a B-BBEE contributor status level of 1 and, 2, and who is an EME or a QSE, are eligible to tender. VALIDITY OF PROPOSALS The proposal must be valid for at least one hundred and twenty days (120) days from the due date for the responses to be submitted. SUBMISSION OF PROPOSALS proposers are required to submit their tender to SANRAL’s Northern Regional office, 38 Ida Street, Menlo Park, Pretoria (The GPS co-ordinates to this office are as follows: S25°46’44.7’ E028°16’29.3”) in the format required, in a sealed envelope, bearing the proponent’s name, the description and references. Tenders must be submitted before 14:00 on 26 March 2018. Should the tender be acceptable to SANRAL, proposers will be requested to negotiate further with SANRAL and to enter into an agreement to carry out the services. Each bid participant must provide one (1) original and three (3) hard copies of their entire proposal, including all the documentation referred to in this document, in the format as specified. These will become the property of the SANRAL, and will not be returned. Receipt of all proposals will be recorded in a register at the point of receipt. One copy must be signed and dated in ink by the bidder or authorized representative of the bidder and initialled on each page. No late submissions will be accepted. TENDER CLARIFICATION MEETING A compulsory tender clarification meeting with the representatives of SANRAL will take place at the SANRAL Head Office at 48 Tambotie Avenue, Val de Grace, Pretoria, (GPS dms (WGS84) 25˚ 44̍ 47.4̎ S and 28˚ 17̍ 23.2E) on 07 March 2018 starting at 10h00. Subject to the conditions of tender, late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. CLARIFICATION QUESTIONS All questions for clarification must be addressed to Angela Buthelezi and e-mailed to Buthelezia@nra.co.za to reach the SANRAL before 16:00 on 13 March 2018 Any question received after the said date and time will not be considered or answered by SANRAL.
