TENDER NOTICE AND INVITATION TO TENDER
The South African National Roads Agency SOC Limited (SANRAL) is soliciting proposals from Service Provider/s that will DESIGN, SUPPORT AND MAINTAIN A SELF OWNED NATIONAL WIDE AREA NETWORK
It is SANRAL’s intent to make an award as a result of this Request for Tender (RFT). The provision of these services will be for a period of five (5) years commencing on the effective date of the contract.
The South African National Roads Agency SOC Limited is committed to transformation, employment equity and staff advancement, and supporting broad based black economic empowerment.
SANRAL reserves the right to award the Request for Tender as a whole or in part and is under no obligation to accept the lowest or any tender.
Tenderer who are registered on the Central Supplier Database at the tender closing date and meet the minimum threshold for local production and content are eligible to tender.
TENDER DOCUMENTS
Tender documents are available at no cost in electronic format, downloadable from the SANRAL website from the following link https://www.nra.co.za/live/content.php?Category_ID=166. Tenderers must have access to MS Office 2007 and Acrobat Adobe 9.0 or later and similar compatible software.
Tenderers must submit, via email as provided below, the duly completed Form B- 1.3 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit the certificate would result in the tenderer not receiving addenda or additional information issued by SANRAL. Failure to submit the certificate of intention to tender within the required period may render the tenderer non-responsive and SANRAL does not accept responsibility for any communication not received by the tenderer timeously.
CLARIFICATION TENDERER’S MEETING
There is no compulsory clarification session. A tender clarification presentation will be made available to download from the SANRAL website from the following link https://www.nra.co.za/live/content.php?Category_ID=166.
Questions from tenderers will be accepted until close of business on Friday 14 August 2020. No questions will be allowed or answered if received after this date.
PRE-QUALIFICATION CRITERIA FOR PREFERENTIAL PROCUREMENT
(a) Only tenderers who are B-BBEE compliant in terms of the Amended Broad -Based Black Economic Empowerment (B-BBEE) ICT Sector Code Gazetted in No.40407 of 7 November 2016 and are level 1,2,3 or 4 will be eligible to tender.; and
(b) tenderer must sub-contract a minimum of 30% of the value of the contract to –
(i) an EME or QSE which is at least 51% owned by black people.
COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is 11h00 on 27 August 2020.

Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted.
