Tender Notice: | T1.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1) The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Completion of the Realignment of National route 2, Section 27 at Umhlali River Bridge (km 15.370 to km 15.980) and at Umvoti River Bridge (km 26.400 to km 27.140). This project is in the province of KwaZulu-Natal in the district municipality of iLembe and local municipality of KwaDukuza. The approximate duration is 10 months, plus a maximum 3-month mobilisation period. CIDB Regulation 25(1B) will not be applicable to this contract. Only tenders with a B-BBEE contributor status level of 1, 2, 3 or 4, are eligible to tender. Only Tenderers who comply with the eligibility criteria for: key persons; financial capability; experience and past contract performance, as stated in the Tender Data, are eligible to tender. Only Tenderers who are registered on the National Treasury Central Supplier Database, are eligible to tender. It is estimated that Tenderers should have a CIDB contractor grading designation of 8CE or higher, however Tenderers attention is drawn to clause 4.1.1 of the Tender Data when submitting their tender. Tenders from Tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted. It is a requirement of this project that the successful Tenderer subcontract a minimum of thirty percent (30%) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is a QSE, it is a requirement of this project that the successful tenderer subcontract a minimum of Thirty percent (30%) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has less than 51% Black ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of fifty percent (50%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has equal or more than 51% Black ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of forty percent (40%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE, and has equal or more than 51% Black women or Black youth ownership then it is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%) of the work by the end of the contract, to Targeted Enterprise(s) as defined in the Contract Data. Preferences are offered to Tenderers who comply with the criteria stated in the Tender Data. TENDER DOCUMENTS Tender documents are available at no cost in electronic format on CD. Tenderers must have access to MS Office 2013 and Acrobat Adobe 9.0, or similar compatible software. The physical address for collection of tender documents is 58 van Eck Place, Mkondeni where documents may be collected during the hours 09h00 to 16h00 (Monday to Friday), from Monday 19th August 2019. TENDERER’S MEETING A compulsory tender clarification meeting with representatives of SANRAL will take place at the offices of the KwaDukuza District Municipality, Ballito, on Wednesday 21st August 2019 starting at 10h00, followed by a site inspection at 11:00. Tenders from late arrivals will not be allowed and their submissions shall be declared non-responsive. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 14h00 on Friday 13th September 2019. Telegraphic, telephonic, telex, email, facsimile, late tenders and submissions from Tenderers who arrived late at the tender clarification meeting will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
