Tender Notice: | T1.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1) The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Upgrading of Bridges and Culverts on National Route R33, Section 14 between Vaalwater and Lephalale. This project is in the province of Limpopo, the district municipality of Waterberg District Municipality and the local municipalities of Modimolle and Lephalale. The approximate duration is twenty two (22) months. CIDB Regulation 25(1B) will not be applicable to this contract. Only tenderers who are compliant with the following requirements are eligible to tender: Tenders shall have a B-BBEE contributor status level of 1, 2, 3 or 4 are eligible to tender. (1) Tenderers shall have access to a suitably qualified and experienced construction manager (Contractor’s Representative), who shall be the single point of accountability and responsibility for the management of the construction works, and who is registered with SACPCMP as PrCM or with ECSA as PrEng or PrTechEng. It is estimated that tenderers should have a CIDB contractor grading designation of 7 CE or higher. However, tenderers attention is drawn to sub-sub-clause 4.1.1 of the Tender Data when submitting their tender. Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted. Only locally produced or locally manufactured goods with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered. If the tenderer is a QSE, then it is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30 %) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE and has less than 51 % Black ownership, then it is a requirement of this project that the successful tenderer subcontract a minimum of fifty percent (50 %) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE and has equal or more than 51 % Black ownership, then it is a requirement of this project that the successful tenderer subcontract a minimum of forty percent (40 %) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. If the tenderer is not a QSE and has equal or more than 51 % Black women or Black youth ownership, then it is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30 %) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. Preferences are therefore offered to tenderers who comply with the criteria stated in the Tender Data. TENDER DOCUMENTS Tender documents are available at no cost in electronic format on CD. Tenderers must have access to MS Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software. The physical address for collection of tender documents is 38 Ida Street, Menlo Park, PRETORIA, 0081 where documents may be collected during the hours 09h00 to 16h00 (Monday to Friday), from Monday, 11 November 2019. TENDERER’S MEETING A compulsory tender clarification meeting with representatives of SANRAL will take place at Vaalwater Farmer's Hall (Latitude: 24⁰ 17' 06.41" S; Longitude: 28⁰ 06' 06.42" E) on Wednesday, 20 November 2019 starting at 11:00. Tenders from late arrivals will not be allowed and their submissions shall be declared non-responsive. COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 14:00 on Thursday, 12 December 2019. Telegraphic, telephonic, telex, email, facsimile, late tenders and submissions from tenderers who arrived late at the tender clarification meeting shall not be accepted. Tenders may only be submitted in the format as stated in the Tender Data. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
