T 1.1 A-1 TENDER NOTICE AND INVITATION TO TENDER
The ACS/TJEKA JV (JV) invites tenders from suitably qualified and accredited training service providers to provide subcontracting training services to conduct pre-tender training on behalf of SANRAL for the training of SMMEs (CIDB grades 1- 4 CE and GB) in all Provinces of South Africa.
A tenderer may tender on one (1) or more provinces.
The contract will be for a period of an estimated 12 months or until the subcontractor has completed the number of learners in the Bill of Quantities.
TENDER DOCUMENTS
Tender documents are available at no cost in electronic format and are downloadable from the ACS (www.conskills.co.za) and SANRAL websites (www.sanral.co.za or www.sanralesdd.co.za). Tenderers must have access to MS Office 2007 and Acrobat Adobe 9.0 or later and similar compatible software.
Please take note this is a one envelope system.
Tenderers must submit, via email as provided below, the duly completed Form B- 1.1 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit the certificate would result in the tenderer not receiving addenda or additional information issued by the JV. Failure to submit the certificate of intention to tender within the required period may render the tenderer non-responsive and the JV does not accept responsibility for any communication not received by the tenderer timeously.
TENDERER’S MEETING
There will be a non compulsory clarification session on the 12th July 2023 at 11.30am, details will be sent to all tenderers that submit the intention to tender form. A tender clarification presentation will be available to download from the SANRAL website from the following link https://www.sanralesdd.co.za. and https://www.conskills.co.za for those tendering that cannot attend the clarification meeting.
COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is 12.00pm on 28 July 2023.
The physical address where the tender offers should be delivered is to the Western Regional offices of SANRAL. Details of the location of the tender box is provided below.

Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data.
Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
MANDATORY REQUIREMENT
The service provider must be an established/accredited body that must provide proof and evidence of accreditation for the required unit standards and qualifications as required with the relevant SETA.
B-B BEE PRE-QUALIFICATION CRITERIA FOR PREFERENTIAL PROCUREMENT
a) All service providers are eligible to tender but will be evaluated as per the tender data.
b) Service providers must submit the form with proof of residence. Affidavit to be signed by commissioner and attach a municipal utility account.
