INDEPENDENT ROAD SAFETY AUDIT SERVICES FOR THE UPGRADING OF NATIONAL ROUTE 1 SECTION 25 FROM MODIMOLLE INTERCHANGE (KM 0.0) TO TOBIAS ZYN LOOP (KM 30.0)

T1.1        INVITATION FOR QUOTATION TO UNDERTAKE AN INDEPENDENT ROAD SAFETY AUDIT

CLOSING  DATE  (AT 11:00): 24 October 2025

ZUTARI (Pty) Ltd were appointed by the South African National Roads Agency SOC Ltd (SANRAL) for the upgrading of National Route 1 Section 25.  The project falls within the Waterberg district municipality.

The project entails the upgrading of National Route 1 Section 25 (N1-25) from Modimolle interchange (km 0.0) to Tobias Zyn Loop (km 30.0).

The major aspects of this project include the following:

·                Upgrading the existing four-lane single carriageway road (two lanes per direction) to a six-lane dual carriageway road (three lanes per direction).

·                Re-aligning existing on – and off-ramps to accommodate the new dual carriageway road.

·                Strengthening of the existing pavement.

·                Construction of a new carriageway adjacent to the existing carriageway.

·                Total of seven (7) overpass bridges of which six (6) require lengthening.

·                Construction of three (3) new road-over-road bridges (underpasses) adjacent to the existing road-over-road bridge.

·                Construction of three (3) new road-over-river bridges adjacent to the existing road-over-river bridges.

·                Construction of one new overpass bridge in Mookgophong (km19.895).

·                Adding of pedestrian sidewalks on both sides to one bridge (Bridge B1460) at km 21.180

·                Lengthening of nine (9) major culverts by approximate 30 m.

·                Lengthening of two (2) agricultural underpasses by approximately 30m.

·                Lengthening of approximately 79 existing culverts.

·                Installation of new median drains, where required.

·                Upgrading of existing gravel roads for use as temporary bypasses during construction.

·                Development (or expanding) of approximately ten (10) gravel borrow pits along the route.

A Road Safety Audit is therefore required for this project.

Such scope of work shall include but is not limited to:

·           Conduct a Project Information Review

·           Conduct a Site Inspection

·           A Stage 2 Audit will be the Contract Scope as reflected by the Preliminary Design phase of the project.

·           Produce a Stage 2 Road Safety Audit Report for the Preliminary Design.

·           A Stage 3 Audit will be the Contract Scope as reflected by the Detail Design phase of the project.

·           Produce a Stage 3 Road Safety Audit Report for the Detail Design.

·           Initiate and Conduct a Completion Meeting

Companies with road safety and traffic engineering experience are therefore invited to submit a quote to undertake an independent Road Safety Audit. A clarification meeting will not be held, but it is essential that prospective tenderers familiarise themselves with the site.

Tenderers must submit, via email to willem.davel@zutari.com, the duly completed Form A1.1: Certificate of Intention to Submit a Tender prior to 10 October 2025. 

Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive, if “any material amendment/s” contained in the addenda or additional information is not included in the tender offer/submission.

COMPLETION AND DELIVERY OF QUOTATIONS

The closing time and date for submission of quotations is 11h00 on 24 October 2025

Only quotation offers delivered to the address specified in the Tender Data will be accepted.

Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.

Quotations may only be submitted in the format as stated in the Quotation Data.
