The South African National Roads Agency SOC Limited (SANRAL) on behalf of SMEC South Africa (Pty)

Ltd invites Joint Ventures between suitably experienced, SANAS accredited laboratories and Targeted

Partners for the undertaking of the site laboratory sub-services in accordance with SANS 3001 for the

Upgrade of 11,1km on National Route 3, From Mariannhill Toll Plaza Section 1 (Km 25,50) to Key Ridge

Section 2 (Km 2,8) This project is in the province of Kwa Zulu Natal and in the district municipality of

eThekwini Metropolitan Municipality and the approximate duration is 60 months, commencing January

2026.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

The tenderers will be evaluated on functionality (quality) criteria with a threshold of 80%.

Only tenderers who are a Joint Ventures (JV), meet the minimum requirements for the key persons and

are registered on CSD as stated in clause C 2.1 will be eligible to tender.

Tenderers must submit, via email, procurementer3@sanral.co.za the duly completed Form A1.1 Certificate

of Intention to Submit a Tender prior to 07 November 2025. Failure to submit this certificate would result

in the tenderer not receiving addenda or additional issued information and may result in the tenderer being

non-responsive.

TENDERER’S MEETING

Non-compulsory clarification meeting

A non- compulsory clarification briefing meeting will be held via a virtual platform on 11 November 2025

at 11h00 where the project will be presented. A link to the clarification briefing meeting will be sent to

tenderers who complete and submit a Certificate of Intention to Submit a Tender (Form A1.1).

A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting.

COMPLETION AND DELIVERY OF TENDERS

The closing time and date for receipt of tenders is 11:00 on Friday, 28 November 2025

Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.

Tenders may only be submitted in the format as stated in the Tender Data.

Requirements for completing, sealing, addressing, delivery, opening and assessment of tenders are stated

in the Tender Data.
