ERRATUM TENDER NOTICE FOR CONTRACT SANRAL N.012-140-2020/1  

FOR THE RESURFACING OF NATIONAL ROUTE N12 SECTION 14 FROM BLOEMHOF (KM 0.0) TO RIETPAN (KM 40.0)

The erratum aims to amend the tender requirements in the tender advert and tender document that was published on 17 March 2023 on SANRAL website and National Treasury E-tender portal.

The tender document amendments are detailed on addendum no. 2 attached to this erratum. 

THE TENDERER IS REQUESTED TO:

incorporate all amendments as indicated in the addendum in the original tender document that was advertised on 17 March 2023.

Complete form A1.1 and submit it by emailing to ProcurementNR1@sanral.co.za not later than the date of 2 June 2023. Please note that all tenderer/s that have previously submitted form A.1.1, need NOT to submit the form again.

Please note that there will be a non-compulsory clarification meeting for this tender planned to take place on the date of 12 June 2023 at 10:00.

The closing date for this tender is amended to close on 5 July 2023 at 11:00

General Addendum as addendum No.2

REVISED TENDER ADVERT: CONTRACT SANRAL N.012-140-2020/1  

T1.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Resurfacing of National Route N12 Section 14 from Bloemhof (km 0.0) to Rietpan (km 40.0). This project is in the province of the North West in the district municipality of Dr. Ruth Segomotsi Mompati and Dr. Kenneth Kaunda, and local municipality of Lekwa-Teemane and Maquassi Hills. The approximate duration is 21 months including 3 Months for the Mobilisation Period. 

“CIDB Regulation 25(1B) will not be applicable to this contract”.

Replace the following sentence:

Only tenderers with a B-BBEE contributor status level of 1, 2, 3 or 4 who are registered on the National Treasury Central Supplier Database and meet the minimum requirements for the key persons as stipulated in Clause C.2.1 at the tender closing date, are eligible to tender.  

Replace with the following:  

“Only tenderers who are registered on the National Treasury Central Supplier Database and meet the minimum requirements for the key persons as stipulated in Clause C.2.1 at the tender closing date, are eligible to tender.”  

It is estimated that tenderers should have a CIDB contractor grading designation of 9 CE or higher, however tenderers attention is drawn to clause C.2.1 of the Tender Data when submitting their tender. 

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted.

Replace the following sentence:

It is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data.

Replace with the following:  

It is a requirement of this project that the successful tenderer subcontract a minimum of 40 percent (40 %) or higher as tendered of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data.

Replace the following sentence:

Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 24 March 2023. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

Replace with the following:  

Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 2 June 2023. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive. 

NB: All tenderers that have previously submitted Form A.1.1, need NOT to re-submit the form.

TENDERER’S MEETING 

Replace the following sentence:

A compulsory clarification briefing meeting will be held at WhyNot Restaurant & Guest Lodge on 30 March 2023 at 11h00. Tenderers must pre-book for attendance at the clarification briefing meeting. Due to restrictions on numbers of attendees, only one representative per tenderer/company can attend the briefing meeting. A request to attend the clarification briefing meeting must be sent to ProcurementNR1@sanral.co.za ,the contact person listed on this Tender Notice. Late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive.

A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting.

Replace with the following:  

A tender clarification briefing presentation is available to be downloaded from the SANRAL website by the following link: https://www.nra.co.za/sanral-tenders/status?region_id=national  A non-compulsory clarification briefing meeting will be held via a virtual platform on 12 June 2023 at 10:00 where the project will be presented. A link to the clarification briefing meeting will be sent to tenderers who complete and submit a Certificate of Intention to Submit a Tender (Form A1.1). 

Replace the following sentence:

The closing time and date for receipt of tenders is 11:00 on 2 May 2023. 

Replace with the following:

The closing time and date for receipt of tenders is 11:00 on Wednesday, 05 July 2023. 

Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted. 

Tenders may only be submitted in the format as stated in the Tender Data.

Requirements for completing, sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
