T 1.1 INVITATION FOR QUOTATION TO UNDERTAKE AN INDEPENDENT ROAD SAFETY AUDIT (STAGE1 & 3)

SMEC South Africa (Pty) Ltd were appointed by the South African National Roads Agency SOC Ltd (SANRAL) for the provision of Consulting engineering services for the FOR THE IMPROVEMENT ON NATIONAL ROAD N14 SECTION 13 FROM VENTERSDORP (KM 0.0) TO N14/R500 INTERSECTION (KM 49.7).

This project is in the province of North-West and in the JB Marks Local Municipality. Ventersdorp is the nearest major town to the project. The approximate programme for design is to be completed by April 2024, followed by construction monitoring of 42 months, commencing July 2024.

The aim of this project is to increase capacity of the road within the project limits, based on the Employer’s AMS, by introducing either additional paved shoulders and/or climbing/passing lanes that will relieve congestion to acceptable levels of service, improved road safety, and adequate pavement capacity for a 20-year design period. The entire scope of the project is to conduct a project assessment, preliminary design and detailed design, compilation of tender documentation for the works, compliance with occupational health and safety obligations, tender evaluation, the administration and monitoring of the works and administration during the defect’s notification period.

A Road Safety Audit is therefore required to be undertaken on the Preliminary design stage (Stage 1 Audit) and on the Detailed design stage (Stage 3 Audit) of the project as per South African Road Safety Audit Manual, 2nd Edition, May 2012.

Firms with road safety and traffic engineering experience are therefore invited to submit a quote to undertake an independent Road Safety Audit. A clarification meeting will not be held, but it is essential that prospective tenderers familiarise themselves with the site.

QUOTATION DOCUMENTS

Quotation documents are available at no cost in electronic format downloaded from the SANRAL’s website by the following link https://www.nra.co,za/service-provider-zone/tenders/open-tenders/. Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software. Documents are available from Friday, 09th February 2024.

Tenderers must submit, via email, the duly completed Form A1.1: Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

COMPLETION AND DELIVERY OF QUOTATIONS

The closing time and date for submission of quotations is 11h00 on 08th March 2024.

Only quotation offers submitted electronically on CD / flash drive and delivered to the address specified in the Tender Data will be accepted.

Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.

Quotations may only be submitted in the format as stated in the Quotation Data.
