T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)
CLOSING DATE (AT 11:00): 14 JUNE 2024 The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Training and Construction Management of Construction Skills Development Works at Qhorha, Butterworth. This project is in the Province of Eastern Cape and in the District Municipality of Amathole and in the Mnquma Local Municipality. The approximate duration of the Contract is 18 months, including 3 months for the Mobilisation Period. It is estimated that Tenderers should have a CIDB contractor grading designation of 7 CE or higher, however Tenderers’ attention is drawn to the Tender Data, clause C.2.1 (a) when submitting their tender. Tenders from Tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25 (1B) or 25 (7A) of the Construction Industry Development Regulations, will be accepted.
CIDB Regulation 25 (1B) will be applicable to this Contract. Only tenderers that are registered on the National Treasury Central Supplier Database at the closing date for tender submissions as per Tender Data, clause C.2.1 (c) are eligible to tender. Sub-contracting of the work in Pricing Schedule A (Training and Construction Management) and Pricing Schedule C (Stakeholder and Community Liaison) to Targeted Enterprises: It is a requirement of this project that the successful Tenderer subcontract a minimum of forty (40) percent (%) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. No mandatory subcontracting is required for EMEs.
Sub-contracting of the work in Pricing Schedule B (Construction of the Works) to Targeted Enterprises: It is a requirement of this project that the successful Tenderer subcontract 80% of the work in Pricing Schedule B to Targeted Enterprises, as defined in the Specification Data, by the end of the Contract:

Tender documents are available at no cost in electronic format and can be downloaded from the SANRAL’s website at the following link: https://www.nra.co.za/service-provider-zone/tenders/open-tenders/. Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software. Tenderers must submit, via email, the duly completed Form A1.1 – Certificate of Intention to Submit a Tender, prior to 10 May 2024. Failure to submit this certificate would result in the Tenderer not receiving addenda or additional issued information and may result in the Tenderer being non-responsive.
TENDERERS’ MEETING
A compulsory clarification briefing meeting will be held at Mnquma Local Municipality, Municipal chambers, Corner of King street and Mthata street, Butterworth 4960 (GPS Coordinates:32 19’ 54.72” S 28 08’ 42.65” E) on 15 May 2024 at 11h00..
Notes: a) Tenderers must pre-book for attendance at the clarification briefing meeting. b) Due to restrictions on numbers of attendees, only one representative per Tenderer/company may attend the briefing meeting. c) A request to attend the clarification briefing meeting must be sent to procurementsr4@sanral.co.za. d) Late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive.
A Tenderer’s representative cannot represent more than one Tenderer at the tender briefing meeting.
CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is 11:00 on 14 June 2024. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data. Requirements for completing, sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
