TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the provision of Ad-hoc Structural and Drainage Consulting Engineering and Supervision Services for the Southern Region. The services envisaged under this appointment will be on an as-needed basis and relates to, but is not limited to, preventative services, repair/rehabilitation services, capacity improvement services, emergency/urgent services, inspection services and assessment services for all types of structures on the National Road Network within the provincial areas of The Eastern Cape province. The duration of the appointment will be for 5 years, however SANRAL reserves the right to cancel the contract at any time after 3 years of the contract duration has elapsed.

Only tenderers who are registered on the National Treasury Central Supplier Database and meet the minimum requirements for the key persons as stipulated in Clause C.2.1 at the tender closing date are eligible to tender.

Joint Ventures (JV) will be allowed on condition that one JV partner is a Targeted Enterprise. The JV partner will, however, not contribute to sub-contract target for Targeted Enterprises.

Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 8 March 2024.  Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive, if “any material amendment/s” contained in the addenda or additional information is not included in the tender offer/submission.

 TENDERER’S MEETING

A tender clarification briefing presentation is available to be downloaded from the SANRAL website by the following link https://www.nra.co.za/sanral-tenders/status?region_id=national.

A non- compulsory clarification briefing meeting will be held via a virtual platform on 14 March 2024 at 11h00 where the project will be presented. A link to the clarification briefing meeting will be sent to tenderers who complete and submit a Certificate of Intention to Submit a Tender (Form A1.1).

A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting[SL(1] .[SL2] 

 CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS

 The closing time for receipt of tenders is 11:00 on 12 April 2024.

 Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.

 Tenders may only be submitted in the format as stated in the Tender Data.

 Requirements for completing, sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
