TENDER NOTICE ERRATUM

ERRATUM TENDER NOTICE FOR CONTRACT SANRAL: R.573-020-2019/3 

FOR THE UPGRADING OF NATIONAL ROAD R573 SECTION 2: WORK PACKAGE E FROM KM 13.00 TO KM 24.70 

The erratum aims to amend the tender requirements in the tender advert and tender document that was published on 24 February 2023 on SANRAL website and National Treasury E-tender portal as well as CIDB.

The tender document amendments are detailed on Addendum No.06 attached to this erratum.

THE TENDERER IS REQUESTED TO:

Incorporate all amendments as indicated in the addendum in the original tender document that was advertised on 24 February 2023.

Complete Form A1.1 and submit it by emailing to ProcurementNR5@sanral.co.za  not later than 07 June 2023.

Please note that there will be a non-compulsory clarification meeting for this tender planned to take place on 12 June 2023 at 11:00.

Tenderers who attended the 1^st clarification briefing meeting are encouraged to attend the 2^nd clarification briefing meeting.

The closing date for this tender is amended to 14 July 2023 at 11:00.

AMENDED TENDER ADVERT IS AS FOLLOWS:

SOUTH AFRICAN NATIONAL ROADS AGENCY SOC LIMITED

FOR THE UPGRADING OF NATIONAL ROAD R573 SECTION 2: WORK PACKAGE E FROM KM 13.00 TO KM 24.70

T1.1            TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the upgrading of National Road R573 Section 2: Work Package E from KM 13.00 to KM 24.70. This project is in the province of Mpumalanga in the district municipality of Nkangala and local municipality of Thembisile Hani. The approximate duration is 36 including 3 Months for the Mobilisation Period. 

CIDB Regulation 25(1B) will not be applicable to this contract.

Delete the following:

“Only tenderers with a B-BBEE contributor status level of 1, 2, 3 or 4 and who are registered on the National Treasury Central Supplier Database and meet the minimum threshold designated for local production and content as stated in the Tender Data C.2.1, are eligible to tender.”

Replace with the following:

“CIDB Regulation 25(1B) will not be applicable to this contract. Only tenderers who are registered on the National Treasury Central Supplier Database and meet the minimum threshold designated for local production and content as stated in the Tender Data C.2.1.1, are eligible to tender.

It is a requirement of this project that the successful tenderer subcontract a minimum of 40 percent (40 %) of the work by the end of the contract to Targeted Enterprise (s) as defined in the Contract Data.

No mandatory subcontracting requirements for EME”

It is estimated that tenderers should have a CIDB contractor grading designation of 9CE or higher, however tenderers attention is drawn to clause C.2.1 of the Tender Data when submitting their tender.

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted.

TENDER DOCUMENTS

Tenderers must have access to MS Office ©2013 and Acrobat Adobe ©9.0, or similar compatible software.

Delete the following:

“Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 03 March 2023. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.”

Replace with the following:

“Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 07 June 2023. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.”

TENDERER’S MEETING

A tenderer’s clarification briefing presentation is available to be downloaded from the SANRAL website by the following link: https://www.nra.co.za/sanral-tenders/status?region_id=national 

Delete the following:

“A compulsory clarification briefing meeting will be held at a venue to be confirmed, at 11H00 on 10 March 2023.

Tenderers must pre-book for attendance at the clarification briefing meeting. Due to restrictions on numbers of attendees, only one representative per tenderer/company can attend the briefing meeting. A request to attend the clarification briefing meeting must be sent to the contact person listed on this Tender Notice. Late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive.”

Replace with the following:

“A non-compulsory clarification briefing meeting will be held virtually via MS Teams on 12 June 2023 at 11:00.”

 A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting.

COMPLETION AND DELIVERY OF TENDERS

Delete the following:

“The closing time for receipt of tenders is 11h00 on 31 March 2023.”

Replace with the following”

“The closing time for receipt of tenders is 11h00 on 14 July 2023.”

Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted.

Tenders may only be submitted in the format as stated in the Tender Data.

Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
