T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)
CLOSING DATE (AT 11:00): Friday, 10 May 2024 extended to Friday, 24 May 2024 The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Training and Construction Management of pedestrian facilities in Griekwastad on National Route 8 Section 6 (km 135.0 to 136.8) . This project is in the Province of the Northern Cape and in the Pixley ka Seme District Municipality. The approximate duration of the Contract is 15 months, including 3 months for the Mobilisation Period It is estimated that Tenderers should have a CIDB contractor grading designation of 7 CE or higher, however Tenderers’ attention is drawn to the Tender Data, clause C.2.1 (a) when submitting their tender. Tenders from Tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25 (1B) of the Construction Industry Development Regulations, will be accepted.
CIDB Regulation 25 (1B) will be applicable to this Contract. Only tenderers that are registered on the National Treasury Central Supplier Database at the closing date for tender submissions as per Tender Data, clause C.2.1 (c) are eligible to tender. Sub-contracting of the work in Pricing Schedule A (Training and Construction Management) and Pricing Schedule C (Stakeholder and Community Liaison) to Targeted Enterprises: It is a requirement of this project that the successful Tenderer subcontract a minimum of forty (40) percent (%)of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. No mandatory subcontracting is required for EME’s. Sub-contracting of the work in Pricing Schedule B (Construction of the Works) to Targeted Enterprises: It is a requirement of this project that the successful Tenderer subcontract 80% of the work in Pricing Schedule B to Targeted Enterprises, as defined in the Specification Data, by the end of the Contract:
TENDER DOCUMENTS Tender documents are available from Thursday, 28 March 2024 at no cost in electronic format and can be downloaded from the SANRAL’s website at the following link: https://www.nra.co.za/sanral-tenders/status?region_id=western Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software. Tenderers must submit, via email, the duly completed Form A1.1 – Certificate of Intention to Submit a Tender, prior to Friday, 5 April 2024. Failure to submit this certificate would result in the Tenderer not receiving addenda or additional issued information and may result in the Tenderer being non-responsive.
TENDERERS’ MEETING Compulsory clarification meeting (In – person) A tender clarification briefing presentation is available to be downloaded from the SANRAL website at the following link: https://www.nra.co.za/sanral-tenders/status?region_id=western . A compulsory (in-person) clarification briefing meeting will be held at Geopende Fontein Church Hall, 7 Van Druten St, Griekwastad, 8365 (GPS Coordinates 28°50'58.03"S, 23°15'25.81"E) on Wednesday, 10 April 2024 at 11:00. Tenderers must pre-book for attendance at the clarification briefing meeting. Due to restrictions on numbers of attendees, only one representative per tenderer/company can attend the briefing meeting. A request to attend the clarification briefing meeting must be sent to the contact person listed on this Tender Notice. Late arrivals will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting.
CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS The closing time for receipt of tenders is 11:00 on Friday, 10 May 2024 extended to Friday, 24 May 2024. Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted. Tenders may only be submitted in the format as stated in the Tender Data. Requirements for completing, sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
