BID NOTICE AND INVITATION TO BIDDERS (Incorporating SBD1)

MPFUMELELO BUSINESS ENTERPRISES (PTY) LTD, invites Bidders to submit the RFQ quotations from experienced EME/QSE suppliers for Contract SANRAL S.004-005-2020/1R FOR THE ISANDLWANA ROADS UPGRADE – PACKAGE 1[UPGRADE OF PROVINCIAL ROAD P372], endorsed by The South African National Roads Agency SOC Limited (SANRAL). This project is in the province of KwaZulu Natal and in the district municipality of uMzinyathi and local municipality of Nqutu.

Subcontractors are required for the following subcontracts packages:

WORKS PACKAGE

SANRAL S.004-005-2020/1R – RFQ03 THE PROVISION OF EARTHMOVING PLANT / EQUIPMENT

The approximate duration is 16 months contract.

Only Bidders who comply with the definition of a Targeted Enterprise under clause 2(a)

i) and are at least 51% Black owned and who is an EME or QSE or cooperative, are eligible to bid.

Only Bidders that meet all the eligibility criteria under clause 2(a) i) of the Bid Data will be considered.

Only Bidders who meet the minimum functionality score as stated in clause C.3.11 will be evaluated further on price and preference.

Only locally produced or locally manufactured products and components for construction will be considered.

Preferences are offered to Bidders who comply with the criteria stated in the Bid Data.

Reservation/requesting of Bid documents is during the hours 09h00 to 16h00 (Monday to Friday), from 29 September 2025 to 03 October 2025.

BIDDERS’ BRIEFING SESSION

A compulsory Bidders clarification briefing session with representatives of the Contractor and Engineer on 02 October2025 will take place at:

Bidders who arrived late at the clarification briefing session will not be allowed, and their submissions shall be declared non-responsive.

A Bidders representative cannot represent more than one Bidder at the clarification briefing session. The Bid briefing Session will be held on Thursday, the 02 October 2025 @ 09h00.

COMPLETION AND DELIVERY OF BIDDERS

The closing time for receipt of Bid is Thursday, 09 October 2025 @ 12h00.

Only Bidders offers submitted in electronic via email in a single PDF document to the address specified in the Bid Data will be accepted.
