T1.1 TENDER NOTICE AND INVITATION TO TENDER
The South African National Roads Agency SOC Limited (SANRAL) invites tenders for THE COMMUNITY DEVELOPMENT PROJECT OF THE UPGRADE SIVIWE ROAD IN THE INTERSECTION ON R63 SECTION 16 (KOMGA SECTION km 37.31) CAMP STREET FROM km 0.00 TO km 4.01 The project is located in the Great Kei Municipality which forms part of the Amathole District Municipality of the Eastern Cape Province. The approximate duration of the Contract is sixteen (16) months, including three (3) months for the Mobilisation Period. Only tenderers who are CIDB contractors grading of 7CE or higher as stated on the Tender Data may submit tender offers. Tenders from Tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25 (1B) or 25 (7A) of the Construction Industry Development Regulations, will be accepted. Only tenderers who are registered on the National Treasury Central Supplier Database are eligible to tender. Sub-contracting of the work in Pricing Schedule A (Training and Construction Management) and Pricing Schedule D (Stakeholder and Community Liaison) to Targeted Enterprises: It is a requirement of this project that the successful Tenderer subcontract a minimum of forty (0) percent (%) of the work by the end of the contract to Targeted Enterprise(s) as defined in the Contract Data. No mandatory subcontracting is required for EMEs. Sub-contracting of the work in Pricing Schedules B and C (Construction of the Works including all parts of Schedule C) to Targeted Enterprises: It is a requirement of this project that the successful Tenderer subcontract 80% of the work in Pricing Schedule B to Targeted Enterprises, as defined in the Specification Data, by the end of the Contract: No mandatory subcontracting is required for EMEs.
TENDER DOCUMENTS Tender documents are available from Friday, 27 March 2026 for free download from National Treasury’s eTender Publication Portal (http://www.etenders.gov.za) and CIDB Website. A compulsory briefing session A compulsory briefing session will be conducted Virtually on the on Friday, 10 April 2026 at 11H00 for a period of ± 2 hours. The briefing session will start punctually and information will not be repeated for the benefit of Respondents arriving late. Please use the link provided below to attend the compulsory briefing meeting. Bidders must send an email to the contact person to request for link to join the meeting, Closing date for the request is 2 days prior to the Briefing Session. Late arrivals (15 Minutes late) will not be allowed to participate in the meeting and their submissions shall be declared non-responsive. A tender representative cannot represent more than one tenderer at the tender briefing meeting. A tender briefing presentation will be sent to all Bidders who attended the briefing session. It is the responsibility of the Bidder to ensure they receive the presentation. Closing Date The closing date and time for receipt of tenders is Friday, 08 May 2026 @ 12:00 pm (South African Time).
