SUB-CONTRACT FOR SITE MATERIALS LABORATORY FOR THE EMERGENCY ROUTINE ROAD MAINTENANCE ON NATIONAL ROUTE R59 SECTIONS 2 TO 3, AND NATIONAL ROUTE R30 SECTIONS 4 TO 6 IN THE LEJWELEPUTSWA DISTRICT MUNICIPALITY

Invitation

The South African National Roads Agency SOC Limited (SANRAL), on behalf of Batalala Consulting Engineers (Pty) Ltd, invites suitably experienced SANAS-accredited laboratory service providers to tender for the provision of site materials laboratory services required for the Consulting Engineering Services of the Emergency Routine Road Maintenance on National Route R59 (Sections 2 to 3) and National Route R30 (Sections 4 to 6) within the Lejweleputswa District Municipality, Free State Province.

The routes traverse several local municipalities, namely Masilonyana, Matjhabeng and Nala Local Municipalities, forming part of key regional mobility and freight corridors. The estimated construction duration is 3 months, commencing 11 February2026.

Eligibility and Compliance Criteria

Only tenderers who satisfy the following eligibility requirements will be considered:

•                 The tenderer complies fully with all criteria stated in the Tender Data and is not under any restriction to do business with the Employer.

•                 Only tenderers with a B-BBEE contributor status level 1 to 4 are eligible.

•                 The tenderer must be registered on the National Treasury Central Supplier Database (CSD) at the closing date of tender.

The tenderer must submit with the tender: A valid SARS Tax Clearance Certificate.

A valid Letter of Good Standing with the Compensation Commissioner (or a declaration if no employees).

A valid Certificate of Accreditation with the South African National Accreditation System (SANAS).

The tenderer must accept that no compensation will be made by the Employer for any costs incurred in the preparation or submission of the tender offer.

Failure to satisfy the above eligibility criteria will result in the tender being regarded as non-responsive.

Tender Evaluation

Evaluation will be conducted in accordance with the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) and the 2017 Regulations, using the 80/20 preference point system (for tenders below R50 million).

Functionality will be evaluated on Relevant Past Experience, with a minimum threshold of 65% required to proceed to the price and preference evaluation stage.

Failure to submit this certificate may result in the tenderer not receiving any issued addenda or clarifications and may lead to disqualification.

Tender documents will be issued electronically via return email. Tenderers must have access to Microsoft Word 2007, Excel 2007, and Adobe Acrobat 9.0 (or compatible software).

Tenderer’s Meeting

No compulsory tender clarification meeting will be held for this tender.

Tender offers that are incomplete or not in the required format may be considered non-responsive.

Additional Tender Conditions

•                 No alterations or additions may be made to the tender documents except where authorised or necessary to correct errors. All such changes must be initialled; erasures and masking fluid are prohibited.

•                 Any unauthorised changes to the Schedule of Rates will lead to rejection of the tender.

•                 Payment for services shall be based on the tendered Schedule of Rates, deemed to include establishment, quality control, overheads, profit, insurance, risk, travel, and incidental costs.

•                 The validity period of the tender is 60 days from the closing date.

•                 The Service Provider and any Sub-contractors must be registered with the Bargaining Council for the Civil Engineering Industry (Government Notice R.490, Gazette No. 37750) and must comply with applicable wage rates and conditions of employment, irrespective of any exemption.

Key Personnel Requirements

Tenderers must meet the following minimum qualification and experience requirements:

Site Laboratory Manager

•                 Relevant National Diploma with ≥ 7 years’ experience, or

•                 NQF 6 qualification with ≥ 7 years’ experience, or

•                 Grade 12 with ≥ 8 years’ experience, or

•                 NQF 4 qualification with ≥ 8 years’ experience, or

•                 Grade 10 with ≥ 15 years’ experience.

•                 (Highest qualification certificate and affidavit confirming years of experience must be submitted.)

 Assistant Laboratory Manager

•                 Grade 12 with ≥ 5 years’ relevant experience, or

•                 NQF 4 with ≥ 5 years’ experience, or

•                 Additional 2 years’ experience for each year of schooling below Grade 12 (minimum Grade 8).

 Quality Assurance Manager

•                 Minimum 8 years’ relevant experience in civil engineering materials testing.

Valid certificates for: Laboratory Systems Course based on ISO 17025.

Internal Auditing Course based on ISO 17025.
