SOCIAL FACILITATOR

SANRAL invites suitably qualified and experienced individuals to apply for the position of Social Facilitator for the WP39 Emergency Repair Projects in Limpopo Province.

THE EMERGENCY REPAIRS OF FLOOD DAMAGE STRUCTURES ON THE NATIONAL ROADS R578, R524, R40 AND R36 IN THE LIMPOPO PROVINCE

PROJECT LOCATION

Social Facilitation services will be required separately for each applicable project/site. The project requires the appointment of a Social Facilitation service provider to provide services within the relevant project area:

The project falls within the Mopani District Municipality and Vhembe District Municipality in the Limpopo Province.

The successful candidate must be willing and able to travel to the project site and support, where required.

PROJECT DURATIONS

R40 – Culverts, Ba-Phalaborwa / Maruleng Local Municipality: 10 Months

R524 – Culverts, Collins Chabane Local Municipality: 10 Months

R578 Letaba River Bridge – Ba-Phalaborwa Local Municipality: 12 Months

R040 Selati River Bridge – Ba-Phalaborwa Local Municipality: 15 Months

R36 – Culvert, Greater Letaba Local Municipality: 6 Months

KEY RESPONSIBILITIES

·         Facilitate communication and engagement between the project team and affected communities.

·         Identify and engage relevant stakeholders, including local communities, municipalities, traditional leadership structures and other interested and affected parties.

·         Monitor community dynamics and identify potential social and community-related risks.

·         Assist in managing community expectations relating to employment, Targeted Enterprises and project participation.

·         Facilitate and attend Project Liaison Committee (PLC), community and stakeholder meetings, where required.

·         Prepare meeting agendas, minutes and attendance registers.

·         Maintain a stakeholder register and community/social risk register.

·         Assist with the management and resolution of community grievances and disputes.

·         Attend relevant project and monthly site meetings.

·         Prepare and submit monthly Social Facilitation Progress Reports.

·         Report on significant community-related incidents, risks or disruptions.

·         Assist the project team with labour and community participation matters.

·         Prepare a final Social Facilitation Completion Report at project completion.

MINIMUM REQUIREMENTS

·         Appropriate qualification in Social Sciences, Community Development, Public Relations or another relevant field.

·         Minimum 5 years' relevant experience in social facilitation, community development, stakeholder engagement or community liaison.

·         Experience on civil engineering, road construction, infrastructure or similar projects will be advantageous.

·         Strong communication, stakeholder management and conflict-resolution skills.

·         Good understanding of community engagement processes.

·         Ability to work independently and under pressure.

·         Valid South African Identity Document.

·         Valid driver's licence.

·         Access to reliable transport.

·         Ability and willingness to travel between the applicable WP39 project sites.

·         Knowledge and understanding of the local communities and stakeholder environment within Ba-Phalaborwa, Maruleng Local Municipality, Collins Chabane Local Municipality, and Greater Letaba Local Municipality will be advantageous.
